Mettre de l'ordre et faire respecter la loi à l'intérieur du territoire.
Donc le gouvernement n'a rien à faire avec ces restrictions qui ne vont même pas les rapports économiques du avec les USA. C'est juste pour arrêter les visa overstay (Les visiteurs qui ne repartent jamais).
