Sénégal - ACWA Power : Serigne Mbaye Thiam révèle une correspondance adressée au vice-président du groupe saoudien
A guest on the Grand Témoin program hosted by Chérif Diop on the YouTube platform Evenprod, the former Minister of Water and Sanitation, Serigne Mbaye Thiam, defended his management of the contract signed with ACWA Power on March 27, 2024, three days after the presidential election.
"If people want to make people believe that the current minister has not defended Senegal's interests, I cannot accept it. I studied at the Prytanée militaire de Saint-Louis from the age of twelve. There, we are taught to honor the flag, the country's motto, and to serve the fatherland," he declared.
He revealed that he had sent a letter to Mouhamed Hamdouch, Vice President of Development at ACWA Power, to emphasize the strategic importance of the project. "I notified Mr. Hamdouch that this project goes beyond a simple business relationship between SONES and ACWA Power. It is part of the deepening of cooperation between Senegal and the Kingdom of Saudi Arabia, supported by the highest authorities of both countries. This is why, beyond ACWA Power's solid credentials in desalination, the choice of a derogation procedure of direct agreement was justified by this common political will," he explained.
Serigne Mbaye Thiam clarified that this procedure required ACWA Power to ensure optimal international standards. “Senegal and ACWA Power share a reputational risk if shortcomings are identified by subsequent benchmarks. This risk is particularly high for Senegal in the current political and electoral context. ACWA Power must commit, at least morally, to respecting these standards, a commitment that could be recorded in the preamble to the contract. This would give the Senegalese party more comfort in signing, with the mutual understanding that in the event of legal or reputational concerns, both parties would renegotiate in good faith to address them. It is in this spirit that the contract could be finalized quickly,” he added.
Asked about the advantages highlighted by Minister Cheikh Tidiane Dièye's office after the contract renegotiation, Serigne Mbaye Thiam felt that the new government could have achieved better results. "We had demanded that ACWA Power limit its energy production to 150 megawatts, which was needed for the plant, to avoid unfair competition with other independent power producers. In the new contract, ACWA Power obtained a water production capacity of 400,000 m³ per day and a 300 megawatt solar power plant, exceeding the total capacity of Senegal's independent clean energy production park, estimated at 223 megawatts. This means that ACWA Power alone has more energy capacity than all other independent power producers," he criticized.
However, a comparative table of the contracts highlights several advantages resulting from the renegotiation: a reduction in costs for the State from 20 billion to 17.5 billion FCFA, a 9% reduction in the price of water (from 427 to 389.8 FCFA), a favorable revision of profit sharing, increased promotion of local content, strengthened training systems and better access to concessional financing.
