«Haut risque» : Trois sociétés publiques dans rouge

Several public companies are currently in alarming financial health. Among them, three are classified as "high risk." And this risk relates to a deterioration in their equity," states the Ministry of Finance in its Multiannual Budgetary and Economic Programming Document (Dpbep 2026-2028).

Among these high-risk entities is the National Recovery Company (SNR). The entity, headed by Mr. Babacar Ndiaye, has a share capital of 25 million CFA francs. However, the company's equity is currently estimated at -86.7 billion CFA francs as of December 31, 2023.

The National Company for the Management and Operation of State-owned Built Heritage (Sogepa) is also in the eye of the storm. The company, headed by Elimane Pouye, has seen its equity fall to -28.5 billion CFA francs.

La Poste Group is in an alarming situation. Indeed, "the accumulation of chronic deficits has led to a deterioration in the company's equity," the Ministry of Finance explains in its document. The company's equity fell to -143 billion CFA francs at the end of 2023.

281.8 billion FCFA to be found...

To absorb the deficits of these three national companies, which are in the eye of the storm, the State will have to pay heavily. The government will have to increase its capital by 281.8 billion CFA francs, the Ministry of Finance reported in its DPBEP.

Majority-owned companies are also exposed to risks. Among them is Dakar Dem Dik. With a share capital of 1.5 billion CFA francs, the equity of the company headed by Assane Mbengue collapsed to -60.7 billion CFA francs as of December 31, 2023.

Le Soleil is also in the same situation. Its equity is estimated at -165.7 million CFA francs. As for the Naval Repair Infrastructure Company (SIRN), its share capital is 4,356,890,000 CFA francs. And at the end of December 2023, its equity is estimated at 2 billion CFA francs.

These are companies that are in the eye of the storm. Many of them require recapitalization. But will the government, which is facing serious budgetary difficulties, come to their rescue? Or take painful measures? That is the equation today.
