The office of the National Assembly ruled on Wednesday, February 26, 2025. The bill tabled by MP Thierno Alassane Sall was declared inadmissible. The announcement was made by the first vice-president of the institution, Dr. Ismaela Diallo, via a message published on his Facebook page.
According to him, the examination of the text revealed a non-compliance with the constitutional provisions on budgetary matters. "Any proposed law having an impact on the resources of the State or leading to an increase in public expenditure must be accompanied by financial compensation measures, as required by Article 82 of the Constitution. However, this is not the case here," he specified.
Faced with this shortcoming, the Bureau of the Assembly therefore rejected the text, thus preventing its examination in plenary session.
On the other hand, another proposal, brought by MP Amadou Ba Pastef and aimed at interpreting certain aspects of the amnesty law, was deemed admissible. This initiative opens the way to a possible revision of certain legal provisions.
The law, introduced by former President Macky Sall, freed nearly a thousand people imprisoned for crimes related to political violence between 2021 and 2024.

Le fait d'avoir cédé à la demande insensée des députés d'alors pour donner des passeports diplomatiques à leurs épouses a ouvert la porte à toutes les dérives. Et cela risque de décridibiliser davantage le passeport
