The High Representative of the President of the Republic, Aminata Touré, shared her perspective on the raging debate surrounding the interpretative law on general amnesty. Her conviction is that violent crimes, whatever they may be, must be punished, and the perpetrators must be held accountable for their actions.

"I have always expressed my position and I remain consistent on this. It is crimes of violence that interest me. Every year, and soon, the President will pardon prisoners. It is a recurring practice. But crimes of violence and moral crimes are excluded from presidential pardons," declared the former Prime Minister in an interview with the Senegalese Press Agency (APS).

According to Mimi Touré, forgiveness, as advocated by some—who call for a clean slate of everything that happened between 2021 and 2024—is part of the functioning of the Republic, but "some crimes are not forgivable." "For me, the emphasis must be placed on crimes of blood because they cannot be repaired," she insists.

Before adding: "Now what will the legislative architecture be? I admit that I'm not entirely up to date. I'm in favor of all violent crimes being punished, that's my position." What remains at least constant, according to him, is that: "the law needs to be revised because there is also a hierarchy of crimes. A rioter doesn't get the same treatment as someone who shot a protester. So we have to be reasonable in our analyses."

"Let the law say that all those who broke the law should benefit from immunity, but those who killed should be held accountable for their actions, as well as those who ordered them. That is my position," she concluded.
