MUTUSEP: Primary sector workers have a new mutual health insurance plan

MUTUSEP : Les travailleurs du secteur primaire disposent d’une nouvelle mutuelle de santé

Senegal's primary sector now has its own mutual health insurance company. The Mutuelle de santé du secteur primaire (MUTUSEP) was officially launched this Thursday in Dakar, marking a major turning point in health coverage for workers in the sector. Led by the primary sector inter-union, this new mutual structure stands out for its innovative model. Indeed, MUTUSEP is based on three major innovations.

First, the complete digitalization of services. Thanks to custom-developed software, member file management becomes seamless, fast, and secure. Letters of guarantee, pharmaceutical vouchers, medical monitoring... everything is automated to improve the beneficiary experience and effectively combat fraud, which is often criticized in traditional systems.

Another advancement is the ability for members to insure their first-degree relatives. This unprecedented measure addresses a significant social reality, in a context where caring for the elderly represents a significant financial burden for many families.

Finally, MUTUSEP guarantees universal access to healthcare, with a 100% coverage rate in partner clinics and health centers. This measure has been hailed as an unprecedented health shield, particularly for workers in rural areas, who are often far from traditional healthcare channels.

"We wanted a modern, supportive mutual insurance company that takes our realities into account and anticipates our needs. These innovations are not a luxury; they are a necessity. We designed them with and for workers," explained Omar Dramé, coordinator of the primary sector workers' union.

The realization of this project was facilitated by the support of the Minister of Agriculture, Food Sovereignty and Livestock, Dr. Mabouba Diagne, who made a financial contribution of 10 million FCFA to the mutual insurance company. "We welcome the commitment of Minister Mabouba Diagne, who was the first to believe in this initiative. His financial support is a mark of confidence and a lever for the sustainability of the mutual insurance company," emphasized Omar Dramé.

To ensure the sustainability of the mutual, he invites workers "to adopt irreproachable behavior towards the services offered by MUTUSEP" because according to the coordinator of the primary sector workers' union, "financial means, whatever their volume, alone are not enough to guarantee the sustainability of a mutual."
