When questioned about the evictions, Minister Bamba Cissé sought to clarify the situation, emphasizing the important distinction between eviction and the reorganization of public space. He suggested that some members of parliament would benefit from a better understanding of the laws they vote on. He believes that those currently opposing certain operations should first consult the legislation they themselves adopted. "A minister cannot be criticized for implementing a law passed by the Assembly," he stated.
The minister points out that a law concerning the use of public space prohibits setting up tables on public roads, while another law forbids all commercial activity on public roads, with penalties of up to two years' imprisonment. He maintains that the government's actions are simply a matter of strictly enforcing the legal framework: "We have control of the situation and we are applying the laws."
Bamba Cissé emphasized three essential foundations of development: discipline, civic responsibility, and order. According to him, a lack of discipline is one of the reasons why some countries have now moved ahead, while just a few years ago, Senegal was more developed than they were. "It's indiscipline that's the cause," he asserted. He indicated that all the congested areas have already been identified and that firm instructions have been given to the governors to restore order in public spaces. While acknowledging that the government could have resorted to criminal prosecution, he stressed that the primary objective remains restoring order "within a framework of discipline," prioritizing regulation over systematic punishment.
