Charged with insulting a person exercising all or part of the prerogatives of the President of the Republic and with spreading false news, Ameth Ndoye has been placed under house arrest with an electronic bracelet. How is he coping with daily life while wearing this bracelet? He shared his thoughts with Seneweb in this brief interview.
How are you coping with the electronic bracelet?
The first day, I admit, it was a bit tricky at night. I wasn't used to it. But now, I'm even starting to forget I'm living with it. It's not too heavy and it's not very complicated to manage. When it needs charging, it vibrates to let you know. It's like a cell phone. As soon as it vibrates, you know you need to charge it. The charger is like a power bank. You just plug it in and it starts charging. When its battery is full, it also signals that.
What was difficult for you on the first day?
Firstly, because I received the electronic bracelet in the evening, between 7 and 8 pm. I wasn't allowed to go out after 8 pm. Once I got home, it was already 8 pm, so I wasn't allowed to go out again. And I had to wear it all night. When I was asleep, whenever I felt it, it was like something was grabbing my foot or pricking me. It disturbed my sleep.
How was it proposed to you in court that you be fitted with an electronic bracelet?
It was my lawyers who made the request. I was due to appear in court, and they requested provisional release or, failing that, conditional release with an electronic tag. The judge decided and chose the electronic tag. He informed me of the conditions. Then, the technicians responsible for the electronic tag came to fit it. They entered my name and everything. Once it's in place, it can only be removed by them.
What were the rules?
The bracelet must not run out of power. If it does, the connection between them and me is severed. This is considered a hit-and-run offense punishable by six months in prison. You also must not attempt to remove it. That too is considered a hit-and-run offense. Furthermore, there is a clearly marked zone that must not be crossed. It's just like during the lockdown.
Which area is that for you?
I'm not allowed to leave the Dakar region. That same day, they fitted other people with electronic bracelets. But they weren't allowed to leave the Dakar department because their workplaces and homes are located there. But since I live in Sébikhotane, it's the Dakar region I'm not allowed to leave. Furthermore, on weekends, I'm not allowed to leave the town of Sébikhotane. And as I said, every day I can only leave my house between 7:00 a.m. and 8:00 p.m.
How does it feel to not be able to go out after 8 p.m.? Does it hinder you?
No, on the contrary, it suits my lifestyle. They didn't do it on purpose; it just coincided. I'm usually an early bird. However, the drawback is that I can't go out until 7:00 a.m., whereas I usually leave home by 5:30 a.m. at the latest. That's where it impacts my activities.
How ?
Because I usually have days that start very early, around 6:00 AM. So having to go out at 7:00 AM is a bit of a disadvantage. The day before yesterday, I forgot I was wearing an electronic tag and I went out to get bread around 6:30 AM. I usually have breakfast very early. And the tag vibrated. I realized I'd gone out at the wrong time. They called me to remind me of the rules. I told them I'd forgotten because I was used to going out at that time.
