De la robe à la « régie » : Me Bamba Cissé, un avocat aux commandes de l’Intérieur
Appointed Minister of the Interior and Public Security, Me Mouhamadou Bamba Cissé embodies the transition from the judicial world to high state responsibilities. From the black robe to the arcana of power, his journey tells that of a meticulous jurist who became a central player in national governance. At least from this day when he will receive the baton from the hands of his predecessor at the head of this entity Jean Baptiste Tine. Indeed, in his desire to "Govern," Ousmane Sonko counts heavily on this lawyer at the Court who, in many ways, played for the opponent turned Prime Minister, much more than the role of a lawyer. This is attested by testimonies and even facts on the ground during the periods when he, like many of his colleagues, braved bullying and blunders to always be at the side of a "Client," a "Leader."
The appointment of Mr. Bamba Cissé to the Ministry of the Interior marks a decisive step in his career. A recognized lawyer, he now heads a strategic portfolio responsible for public security and institutional stability. His profile illustrates the government's choice to rely on figures from civil society and the liberal professions to lead critical sectors. At least, as several statements after his appointment mentioned. "You need someone who has been directly involved in events to understand the cry of the people who need justice, but also security," it is said. This knowledge of the terrain goes back much further than the recent political events the country has experienced.
Indeed, originally from the Medina, Mr. Cissé completed his entire education in public schools. From the Alié Codou Ndoye primary school to the CEM Soumbédioune, then to the Maurice de la Fosse high school, he traced an exemplary academic path that led him to the Cheikh Anta Diop University of Dakar (UCAD). In 2002, he obtained a master's degree in law, specializing in public administration. Brilliant, he distinguished himself as a conference secretary and won first prize from the Francophone Bar Association of Africa.
A seasoned lawyer
Admitted to the Dakar Bar in 2003, Mr. Bamba Cissé has built a career marked by the diversity of his skills. A specialist in criminal and civil law, he also excels in the banking, labor, and commercial fields. Respected by his peers, he is a member of the International Association of Lawyers and the Senegalese branch of Lawyers Without Borders. His reputation is based on his rigor, his mastery of procedures, and his ability to defend the most complex cases.
Sonko's defender
Mr. Cissé's reputation was forged through his ties with the current Prime Minister, Ousmane Sonko. But long before that, courtroom regulars had come to remember the name of the young lawyer who knew how to distinguish himself through his pleadings. Coordinator of his pool of lawyers, he led several high-profile legal battles: the removal of Sonko from the electoral roll, the Mame Mbaye Niang case, and the Adji Sarr case. In these sensitive cases, he asserted himself through his eloquence, strategy, and determination. And just like the activists and other patriots, "He drank the tear gas" in the Keur Gorge housing project, in court.
A speaker who became a guardian of the state
Described as meticulous and demanding, Mr. Bamba Cissé combines the technical expertise of a lawyer with the vision of a statesman. From the robe to the office, he changes arenas but maintains the same reputation: that of a legal professional, eloquent and strategic, now placed at the heart of Senegal's security apparatus. However, his new challenge is quite different and the expectations are undeniable. And the burning question remains: "Will he win the trial at first instance?"
