Référentiel Sénégal 2050 : Un an après, retard à l’allumage ! (3/3)
A year ago, President Diomaye Faye launched the Senegal 2050 vision. A framework for public policies structured around four main axes: a competitive economy built on a healthy and stable macroeconomic framework, strengthening human capital and social equity, sustainable planning and development, as well as good governance and African commitment.
"This framework is our roadmap for the next 25 years, broken down into ten- and five-year strategies that will enable us to measure, adjust, and optimize our efforts in real time," said the President of the Republic on October 14, 2024, during the official launch ceremony. Today, one year later, what is the true state of implementation?
"The plan currently on the market is the National Development Strategy (2025-2029). Vision 2050 is not yet ready. We don't know what we're going to do yet. What are we going to do in the hubs? We don't have it in Vision 2050," says Dr. Seydou Bocoum, Vice-President of the Economic and Monetary Research Laboratory (Larem/Ucad).
What bothers the economist is that, he says, "Senegal 2050" is a neoliberal model, stemming from the Washington Consensus. "And all the plans, from Abdou Diouf until now, are neoliberal plans from the IMF and they will never develop a country," he says.
"We must expect a delay, perhaps a considerable one."
Maissa Babou, an economist and lecturer at Cheikh Anta Diop University, is clear: the implementation of the Senegal 2050 framework is not yet fully effective. The specialist warns that "from a purely economic perspective, we must expect a delay, perhaps a considerable one." The reason, according to him, should be found in the country's current situation.
"This is mainly due to the over-indebtedness which prevents the country from entering the major international financial markets, unlike the previous regime which had mobilized around 9,000 billion for its PAP1 (Priority Action Program) and 15,000 billion for PAP2," explains the academic.
Today, signing a new program with the IMF is taking time, and rating agencies are downgrading the country's rating. Since the Senegalese government cannot borrow on these international financial markets to properly implement its benchmark, it is making do with domestic bonds.
"All this to say that we do not yet have the means to really start, on an economic level, the projects of the 2050 reference framework," explains the economist.
To illustrate this delay in getting off the ground, Mr. Babou gives the example of the poles that are supposed to represent the heart, or the economic drivers of the project. "This heart has not yet been attacked due to a lack of resources," he notes. And so, "This delay that we are actually observing in the actual economic start of the project is amply explained," he says.
The question of the links between Senegal 2050 and the PRES
Furthermore, alongside the benchmark, the government has designed another strategy: the Economic and Social Recovery Plan (PRES). Is there really a connection between the two? "The PRES is a lever for improving state revenue. And therefore a complement to the benchmark projects," explains the economist.
For him, if the State manages to obtain additional resources through the Pres, this would allow it to better meet current expenses and perhaps reduce public calls for savings (APE). "And if possible, even launch some projects (from the reference framework). So it's not a project against a project, but a supplement," believes Mr. Babou.

Je suis un sénégalais qui a faim, je suis ce sénégalais qui a des diplômes et qui ne fait que des stages. Des stages très mal payés et quelque fois , je ne suis même pas rémunéré.
Donc c'est ma maman ou mon père qui m'aident ou mon cousin qui est à Bruxelles qui m'aident pour le transport.
Tellement de fois , je ne mange pas toute la journée, je jeûn pour que mes collègues, qui ne mangent pas aussi, se disent que je ne mange pas car je suis pieux, mais au gond ce n'est pas vrai.
Je n'ai rien dans mes poches.
