Protection sociale : le Togo continue de tracer sa voie
By making social security a cornerstone of his public policy, Faure Gnassingbé has initiated a quiet but profound transformation of Togo's development model. From the first social safety nets to universal protection reforms, and the recent launch of a large-scale cash transfer program, the country is following a clear trajectory based on inclusion, dignity, and rigorous impact assessment.
Togo's social security policy has gradually developed around a central principle aimed at protecting the most vulnerable while sustainably securing the productive forces. This orientation, championed at the highest levels of the State, is part of a clear vision of human development as the foundation of economic and social stability.
As he has consistently argued, Faure Gnassingbé has placed Togo's development within an inclusive framework, based on protecting the most vulnerable and tangibly improving the living conditions of the population. This guiding principle is now yielding concrete and measurable results.
Universal Health Coverage (UHC) is one of the pillars of this social framework. It now protects more than 4.4 million people and, since October, has been extended to nearly 3 million informal workers, who were long excluded from traditional health insurance schemes. This expansion marks a decisive step towards universal social rights and equitable access to healthcare.
In the field of education and nutrition, 41 million school meals were served nationwide, contributing to the fight against hunger, reducing school dropout rates, and improving academic performance. This effort was complemented by the distribution of school kits to 100,000 girls, reflecting a continued commitment to equal opportunities and keeping girls in the education system.
Maternity and early childhood protection has also been strengthened with the WEZOU program, which has enabled the provision of more than 4 million benefits, significantly reducing the health and financial risks associated with pregnancy and childbirth.
On the economic front, the National Inclusive Finance Fund (FNFI) has mobilized 117 billion FCFA for the benefit of nearly 2 million people, supporting self-employment, small income-generating activities, and financial inclusion. These efforts are complemented by input loans for farmers, essential for food security and rural stability.
Driven by this combination of public policies, supported by innovative mechanisms such as Novissi and adaptive social safety nets, the Togolese model has produced tangible results. Poverty has declined by more than eight percentage points, while the country has crossed a symbolic threshold, moving from the category of "low" human development to that of "medium" human development.
Cash transfers: a new step in consolidating the social model
It is within this context that the new national cash transfer program, targeting 700,000 vulnerable households across the country, was launched on Thursday, December 19. With initial funding of 3.5 billion FCFA, the program provides for a transfer of 25,000 FCFA per household, paid through secure digital channels, guaranteeing transparency, speed, and respect for the dignity of the beneficiaries.
More than just a short-term response, this program is an additional building block in an already structured social framework. It aims to strengthen household resilience to economic shocks, while supporting employment and empowerment, particularly for women and young people.
Through its rigorous targeting, its articulation with existing programs and the involvement of national and local actors, this initiative confirms a strategic orientation clearly assumed by the President of the Council, who considers social security as a structuring investment for social peace, growth and the future of the country.
At a time when many countries in the sub-region are seeking to strengthen their social protection mechanisms, the Togolese experience illustrates that a policy based on consistency, impact measurement, and complementary programs can produce structural results. The launch of cash transfers to 700,000 households thus confirms a trajectory: that of a state that has chosen to place people at the heart of its development.
