UN TOURNANT HISTORIQUE POUR LA GUINÉE : SIMANDOU 2040 INAUGURE UNE NOUVELLE ÈRE DE PROSPÉRITÉ SOUVERAINE
On October 28, 2025, at the Mohammed V Palace in Conakry, the Republic of Guinea opened a new chapter in its national destiny.
During a solemn and highly symbolic ceremony, Minister Djiba Diakité, Chief of Staff to the President of the Republic and Chairman of the Simandou Strategic Committee, officially presented to His Excellency General Mamadi Doumbouya, President of the Republic, the Simandou 2040 Programme — a visionary roadmap translating into concrete and measurable actions the ambition of the Head of State for a sovereign, strong and prosperous Guinea.

This historic moment represents much more than the presentation of a document: it consecrates the birth of a national compass, a long-term strategic framework that aligns every reform, every investment and every citizen towards the same horizon: the emergence of Guinea by 2040.
From vision to transformation
The Simandou 2040 Programme is based on the conviction that Guinea's immense natural wealth must serve its people through transformation, innovation and sovereignty.
Conceived under the enlightened leadership of President Mamadi Doumbouya, it brings together the country's brightest minds, international partners and private sector players to lay the foundations for a new economic era.
Since the directive from the Council of Ministers on May 30, 2024, the Strategic Committee has implemented the instructions of the Head of State:
"To develop a socio-economic development program based on the levers of the Simandou project to accelerate the structural transformation of the Guinean economy."
Under this leadership, several major advances have already been achieved:
• Legal and financial security of the integrated mining-infrastructure project;
• Creation of the Compagnie du TransGuinéen (CTG), a symbol of a balanced partnership and 15% national sovereignty;
• Implementation of a mandatory local content plan, prioritizing the employment of Guineans, local businesses and skills transfer;
• Obtaining a sovereign rating of B+ (stable outlook) opening Guinea up to international capital markets;
• Launch of the Guinea Sovereign Wealth Fund, a true lever of economic sovereignty;
• And the creation of “La Guinèfé”, a national brand intended to redefine the country's image as a land of opportunity, culture and innovation
The five pillars of a prosperous Guinea
The Simandou 2040 program is based on five strategic pillars, forming the architecture of the country's sustainable transformation:
Agriculture, agri-food industry and trade
Making agriculture the engine of industrialization and food security — producing, processing and marketing locally at competitive prices.
Education and culture
Building the human capital of tomorrow through education, innovation and the Simandou Academy, so that Guinea exports more brainpower than raw materials.
Infrastructure, transport and technologies
Connecting and modernizing the nation through 2,900 km of highways, 2,500 km of railways, and 95% digital coverage by 2040.
Economy, finance and insurance
Channeling mineral wealth towards productive and equitable investments through Guinea's Sovereign Wealth Fund.
Health and well-being
Turning economic progress into tangible human progress — with modern hospitals, strengthened social protection and increased life expectancy.
These pillars are based on cross-cutting reforms: modernization of the State, fight against corruption, reform of the defense and security forces, and governance based on performance, order and discipline.

A $200 billion investment for the future
The program provides for a total investment of 200 billion US dollars over 15 years, including an initial phase of 65 billion between 2025 and 2030, led by the Simandou project.
The private sector will contribute 70%, while the State will provide 30%, thus establishing entrepreneurship as the engine of national growth.

A Simandou 2040 Delivery Unit, placed under the direct authority of the President of the Republic, will guarantee coordination, execution and accountability — ensuring that every franc invested produces a measurable impact for Guinean citizens.

Simandou 2040 is much more than a national program: it is a pact between present and future generations, between the vision of leadership and the hope of the people.
It embodies a nation's will to stand tall, to build on its own terms, and to transform its natural potential into shared prosperity.
As Minister Djiba Diakité concluded in his speech:
"Thanks to your foresight, Your Excellency Mr. President, Guinea is no longer waiting: it is moving forward, innovating, and building thanks to your determination and patriotism… towards prosperity, towards emergence for the well-being of the population."

C'est de la pure foutaise....Les guinéens comme tous les autres africains ne demandent qu'une seule chose: La justice sociale. Simandou sonne comme le plan Sénégal Emergent de Macky Sall..... Je suis écoeuré parce que Simandou c'est mon village natal. Ya même pas de l'eau potable là-bas pour commencer.
