Cyber-attaques : Que vaut le souverainisme de Pastef ? (Par ABC)
Our country is going through dark times. For a little over two years, something unprecedented has been happening in our country. Never in Senegal's history had we heard of digital piracy and hackers before the rise of Pastef, except perhaps in films. The phenomenon has become commonplace. Services, structures, and strategic sectors of our republic, our economy, and our development are frequently held hostage by unknown individuals, who resort to blackmail or demand ransom to return the stolen property.
The Directorate General of Public Accounting and the Treasury (DGCPT) confirmed last Monday an incident that affected part of its information systems during the weekend of May 9-10, 2026. The Directorate General of Taxes and State Property (DGID) was also the victim of a massive data breach claimed towards the end of 2025 by the BlackShrantac group. This resulted in the theft of one terabyte of sensitive data (tax returns, HR documents, passports). A ransom of 6.5 billion FCFA was subsequently demanded. Did the State pay the ransom? Has the system returned to normal operation since then? Are we being told the whole truth in this story?
Just recently, a similar incident occurred at the Directorate of File Automation (DAF), significantly paralyzing the production of national identity cards. These increasingly frequent cyberattacks clearly demonstrate a failure of the State in its mission of digital sovereignty. Public authorities, those currently presiding over the destinies of all Senegalese citizens, have a fundamental responsibility to protect the data collected from our fellow citizens.
The DGCPT, DGID, and DAF—three crucial entities for the functioning of our state—have thus successively slipped from the control of our leaders and fallen into the hands of unscrupulous bandits. What does this truly mean? Quite simply, these failures reveal a near-total absence of data protection and a blatant lack of security. It demonstrates that the sovereignty so loudly proclaimed by our authorities is a pompous slogan, the very essence of which its proponents are ignorant. Observing these unfortunate events unfolding in such a short period, we realize that we lack the capacity, the autonomy, the resources, and the means to exert control over our own affairs, whether at the political level or in the management of the state. With these regrettable episodes, our country has finally exposed its inability to control its own technologies, infrastructure, and data. These are crucial elements for national security and continuity of service, protection against espionage, and independence from foreign actors.
Beyond the digital realm, our country's security is an essential foundation for its development. It guarantees its sovereignty, political stability, and economic prosperity. It protects citizens, fosters investment, and ensures the continuity of essential services, thus creating an environment conducive to social peace and well-being. In the pages of Enquêteplus.com, Pape Pi Gueye , an expert and cybersecurity engineer specializing in data encryption, He explains that "this hacking isn't just a matter of technical pages, but rather a question of governance. We need to move away from practices where critical positions are filled out of administrative habit rather than competence. Cybersecurity must be elevated to the status of public policy, championed by a strong national institution." To go beyond the role of experts, it must become a national priority, a pillar of the nation, on par with the military and diplomacy. What is certain today is that the entire political program of the Diomaye-Sonko duo, built around sovereignty, was merely bait to garner votes. This provides tangible proof that Pastef, its ideology, its vision, its orientation, and its entire strategy were conceived using vague terms and empty formulas to lull and manipulate public opinion.
