Guy Marius Sagna appelle à une Afrique de l’Ouest souveraine face à l’intelligence artificielle
On the occasion of the ECOWAS parliamentary seminar on the theme "Artificial intelligence for parliamentary efficiency, ethical governance and development", Guy Marius Sagna delivers a committed analysis of the challenges and opportunities for West Africa.
The seminar, which takes place from September 22 to 24, 2025, in Port Harcourt, Nigeria, brings together representatives from the 12 ECOWAS member countries and explores how AI can improve parliamentary effectiveness and governance in the region.
For Guy Marius Sagna, Africa has always been at the heart of world history, but choices of servility and dependence have placed the region in a subordinate position.
"Talking about artificial intelligence in Africa means avoiding repeating the story of the philosopher Thales of Miletus, who stumbled while looking at the stars without seeing the ground in front of him," he explains.
Africa must therefore develop its infrastructure, particularly electricity and the internet, to enable access to AI.
Sagna also emphasizes the need for digital sovereignty. African data is often exploited by multinationals to serve neocolonial agendas, rather than for local development.
He warns against the massive use of platforms like TikTok, Facebook or Instagram, which can divert African minds from projects of liberation and emancipation.
The activist notes that the ECOWAS Parliament is not yet fully exploiting technologies to improve its operations, reduce costs or facilitate remote working, a point that has become all the more crucial since the Covid-19 pandemic.
According to Guy Marius Sagna, another West Africa is possible and necessary: sovereign, democratic, just, and prosperous, capable of harnessing artificial intelligence to serve its own interests in the areas of health, education, defense, agriculture, and governance.
"Africa must look ahead while aspiring to the sky of artificial intelligence," he concludes, calling for an emancipated region that is master of its destiny.
