Senegal-Morocco: Law on transfer of prisoners adopted

The National Assembly voted unanimously on Tuesday, March 11, 2025, the law authorizing the President of the Republic to ratify the Convention between Senegal and Morocco on assistance to prisoners and the transfer of convicted persons. Defended by the Minister of Foreign Affairs, Yacine Fall, this law, examined in plenary after a passage in committee, marks a key step in judicial cooperation between the two countries.

The debates revealed major concerns among parliamentarians. Many noted that detention conditions in Morocco appear more lenient than in Senegal, raising doubts about the value of repatriating convicts. "With the overcrowding in Senegalese prisons, welcoming these detainees risks making the situation worse," they warned. These questions animated the session, putting the minister under pressure.

In response, Yacine Fall was keen to clarify the objectives of the Convention. "It is primarily about providing better consular protection to Senegalese people sentenced in Morocco and ensuring their return under negotiated conditions," she explained. She insisted on the consensual nature of the agreement, aimed at supporting nationals without further burdening the Senegalese prison system.
