1139 milliards d'ententes directes...: Ce que révèle le Rapport 2023 de l’Arcop
The Public Procurement Regulatory Authority (Arcop) has published its 2023 report. During this year, the total amount of registered contracts reached 2864 billion CFA francs, compared to 1217 billion CFA francs in 2022.
"The volume of registered markets has increased significantly, reaching 2864 billion FCFA, representing a 136% increase compared to 2022," noted Dr. Moustapha Djitté, Director General of the regulatory body, in the report.
He reports that within this pool of registered contracts, priority has been given, he says, to structural investments. As proof, works contracts absorbed 58% of the committed funds, amounting to 2,029 billion CFA francs.
Although open competitive procedures accounted for 97% of contracts by number, Mr. Djitté nevertheless points out that "the use of direct agreements, representing 40% of the amounts committed, remains a point of concern." And these direct agreements represent only 3% of the total number of registered contracts.
The document shows that open competitive procedures (open tenders, DRPCO, AMI, etc.) represent 1,623 billion CFA francs, or 57%. However, contracts awarded through direct negotiation account for 1,139 billion. The remaining 102 billion represents negotiated unsolicited bids.
Mr. Sylla stressed that 2023 was the year of proactive regulation whereby the regulator anticipated the difficulties of the contracting authorities and planned solutions based on the lessons learned from post-Covid management.
He said he was convinced that "public procurement is a strategic lever for the economic transformation of our country."
