2026 Budget of the Ministry of Infrastructure: Nearly 730 Billion FCFA to Transform the Territory

The Ministry of Infrastructure's 2026 draft budget is set at 728,427,280,128 FCFA in commitment authorizations (CA) and 716,129,572,271 FCFA in payment appropriations (PA). This budget, dominated by investment appropriations, reflects the commitment to territorial transformation and strengthening national competitiveness.

Program 2172: Development, management and maintenance of road and rail transport infrastructure accounts for by far the largest share of the budget, with 486.89 billion FCFA in AE and 483.63 billion FCFA in CP, representing more than two-thirds of the overall budget.

The majority of these funds are allocated to direct government investment (over 416 billion FCFA) for the construction, rehabilitation, and maintenance of road and rail infrastructure. Capital transfers amount to 62.014 billion FCFA. Operating expenses for this program (personnel, goods, and services) remain minimal.

Social and administrative infrastructure

Program 2174: Social and Administrative Infrastructure receives an allocation of 155.2 billion FCFA, entirely available in commitment appropriations (CA) and payment appropriations (PA). These resources will be used for the construction and renovation of public buildings, particularly in the education, health, and local government sectors. Nearly 154.8 billion FCFA is earmarked for government-led investments aimed at improving the working conditions of public employees and enhancing public access to basic services.

Territorial equity and the development of clusters

Program 2132: Territorial Equity and Development of Clusters receives 73.21 billion FCFA in commitment appropriations and 68.21 billion FCFA in payment appropriations. All of these funds represent investments executed by the State, reflecting a strong commitment to reducing disparities between regions and promoting more balanced development between urban and rural areas.

Ports and airports: A targeted budget

Program 2171: Port and Airport Infrastructure has a budget of 12.61 billion FCFA in commitment appropriations and 8.56 billion FCFA in payment appropriations. The majority (12.48 billion FCFA) is allocated to investments made by the State, aimed at strengthening the country's logistics capacity through the modernization of port and airport infrastructure.

Program 1581: Steering, Management and Administrative Coordination has a budget of 498.2 million FCFA. The low level of funding for coordination (212.6 million FCFA for personnel and 285.5 million FCFA for goods and services) confirms the intention to concentrate resources on physical investments rather than administrative costs.
