Commande publique : Les entreprises sénégalaises raflent 2 864 milliards FCFA, la Chine et la France se talonnent (rapport ARCOP 2023)
The figures in the 2023 report from ARCOP (Public Procurement Regulatory Authority, the Senegalese body responsible for ensuring regulation and transparency in the awarding of public contracts) reveal an impressive economic dynamic and a strategic opening of Senegalese public markets to international partners.
A market worth nearly 3 trillion FCFA
The total value of contracts registered in Senegal in 2023 (excluding classified/defense and SAR/SENELEC fuel contracts) reached the colossal sum of 2,864 billion CFA francs. This windfall testifies to the scale of public investment in various sectors.
National predominance
Senegalese companies retain a major share, securing 50% of the total value of awarded contracts. This is a strong indication of the significant participation of local actors in public procurement.
The share of companies from the community (UEMOA/ECOWAS) amounts to 59%. At the same time, the share of foreign companies has seen a marked increase, rising from 35% in 2022 to 41% in 2023. This growth underlines the attractiveness of the Senegalese market.
The Sino-French duo dominates abroad
Analysis by nationality highlights the strong presence of two global economic giants, China and France, as well as the emergence of other players. Chinese companies are the second largest recipients, winning approximately 371 billion FCFA, representing 12.95% of the total amount.
Just behind, French companies secure third place with 365 billion FCFA, or 12.74% of the markets.
Mali, a regional surprise
Mali stands out with 259 billion FCFA (9.04%), thanks in particular to securing major contracts in the education sector (construction of the universities of Matam and Tambacounda and acquisition of equipment). It should be noted that these contracts were awarded through restricted tendering or direct negotiation.
Spain garnered a significant share of 7.75% (222 billion FCFA), with other nationalities combined accounting for 7.64% (219 billion FCFA).

On parle de rapports de 2023, ils applaudissent pensant que c'est l'œuvre du duo incompétents qui envoient les hommes d'affaires sénégalais en prison, qui reprend le projet d'un sénégalais pour le négocier avec un espagnol (ASER).
Ces ngourougnafiers nullards ne peuvent pas avoir de tels résultats. Ils sont nuls et haineux.
