Emprunt obligataire : 400 milliards F CFA, coup de frein inattendu pour le Sénégal
Senegal launched a 400 billion CFA franc bond issue on the WAEMU financial market, arranged by Invictus Capital & Finance. However, due to insufficient subscriptions, the closing of the operation has been postponed to December 26. The newspaper Le Quotidien, which reported the news, notes that no official explanation has been given, fueling speculation.
This issuance, the last of 2025, offers bonds with four maturities (3, 5, 7, and 10 years) and attractive rates ranging from 6.4% to 6.95%. It comes after a particularly intense year of fundraising. Last July, the "Diaspora Bonds" had already raised $364 billion, followed in September by a record $450 billion raised, compared to an initial target of $150 billion.
A sign of saturation? This new, far more ambitious appeal seems to be running up against a waning interest from the sub-region's financial partners. Kept "on life support" by the banks of the WAEMU zone, Senegal could face a drying up of capital or increased investor caution in the face of the growing demands from the government at the end of this fiscal year, theorizes the newspaper of the Avenir Communication group.
While observers are concerned about this setback, it is highly likely that the Ministry of Finance will announce a "triumphant success" as soon as the operation closes on December 26, in order to reassure public opinion and the markets, according to the same source.
