CFA Franc: Questions raised by Togolese economist Kako Nubukpo following Macron's speech in Kenya

Invited on the program "Parlons Vrai" (Let's Talk Straight) on the digital channel "AFO Media," Togolese macroeconomist Kako Nubukpo discussed the speech given by French President Emmanuel Macron on the CFA franc at the Africa Forward Summit in Kenya. According to the Lomé native, the French president gave the impression that he had played his part and that the ball was now in the court of the WAEMU countries.

"Why wouldn't France withdraw this guarantee, since it believes the ball is in the Africans' court?"

“The problem with the CFA franc is like Captain Haddock’s plaster in Tintin. We’d like it to disappear, but it keeps coming back to haunt us. Essentially, Macron said, ‘I’ve done my job, it’s up to the African side to respond’; except that it’s France that still guarantees the fixed exchange rate between the CFA franc and the Euro. Why wouldn’t France withdraw this guarantee, since it believes the ball is in the Africans’ court?” asks the former Togolese Minister of Planning and Public Policy Evaluation.

For him, if France is indeed "bearing, as it claims, an immense political cost due to the continued existence of the CFA franc and no longer wishes to bear this cost, (it must simply) withdraw the guarantee." This would be a "concrete action."

"I don't know of any insurer who continues to insure something without something in return."

Any other argument would be inconsistent, according to the Togolese academic. He also pointed out flaws in the French president's reasoning, who claims to have abandoned all the conditions attached to the fixed exchange rate guarantee.

He calls on the heads of state of the WAEMU to speak truthfully to their youth.

“Do African heads of state want to continue with the CFA franc? If so, they need to explain to their youth why. If not, what structures, institutions, and incentive mechanisms are being put in place to put an end to this currency?” the former minister said.

    il faut sortir du franc cfa mais pas en se faisant dévaluer à mort. je comprends l'idée de nous forcer à trouver une alternative en enlevant la garantie mais c'est vraiment nous infantiliser. en faisant ça la france utiliserait la peur et la contrainte pour nous sortir du franc cfa alors que nous pouvons facilement trouver un accord au niveau de l'uemoa.

    Rester avec cette monnaie c'est c'est reculer dans les abysses de la colonisation et c'est dommage pour les fils de cet espace qui ne connaitront jamais le bonheur
