Le FMI, un ‘’partenaire’’ encombrant
The IMF has just completed a new mission to Senegal, without any major progress. Meanwhile, France is wondering whether it risks being placed under the supervision of the Bretton Woods institution. These two developments are proof that the IMF may be a partner, but above all a cumbersome one that every country distrusts. In Senegal, following its mission, the IMF issued a press release yesterday to provide an update.
"The authorities have expressed their intention to request a new IMF-supported program. The IMF is willing to support Senegal in designing an ambitious reform agenda, consistent with the national development strategy Vision 2050 and the recent Economic and Social Recovery Plan, while incorporating the lessons learned from the findings of the Court of Auditors," reveals the IMF, which says it takes careful note of the four strategic pillars that the authorities intend to prioritize.
In other words, no agreement has been reached yet. The IMF is rather concerned with measures to prevent debts from being hidden in the future. To this end, it recommends "centralizing debt management functions, strengthening the role of the National Public Debt Committee, and completing the comprehensive audit of payment arrears launched by the General Inspectorate of Finance on July 21, 2025."
This latest fruitless discussion with Senegal, while the country is experiencing a difficult financial and economic situation, is proof that the IMF is not necessarily a desirable partner. Countries simply accept it because they have no choice. During the presentation of the recovery plan, Prime Minister Ousmane Sonko expressed his exasperation, citing the lack of an agreement with the IMF. "There is no justification for the current delay. We are being asked for additional documents, while their teams come every year to conduct reviews and assess the state of the economy," he protested.
This imposed cohabitation also explains the contradictions within the new regime. While some recognize the urgency of reaching an agreement with the IMF, others are more bravado, asserting that Senegal can manage without IMF support. Ousmane Sonko was the first to adopt this stance during the presentation of the recovery plan. "Senegal does not need the IMF," declared, adding that the recovery plan "expects almost nothing from anyone, except the Senegalese people themselves." Nevertheless, his ministers, Cheikh Diba, Boubacar Camara, and Ahmadou Al Aminou Lo, all met with the IMF team in the hope of concluding a new agreement.
As the IMF concludes its mission in Senegal, France fears it will invite itself into its home. Today, the IMF is at the heart of the debate in the former colonial power. Paris fears being placed under the IMF's tutelage. And the idea doesn't come from an opposition seeking to dramatize, but rather from those in power themselves. "If we don't make these choices now, it will be our creditors or the IMF who will impose them on us," warned Amélie de Montchalin, Minister of Public Accounts, on Sunday.
After her, it was the turn of the Minister of Economy and Finance to acknowledge the threat. Éric Lombard admitted yesterday on a morning show that "there is a risk that the IMF will intervene." But he quickly retracted his statement in a message posted on social media. "We are not currently under threat of any intervention, neither from the IMF, nor the ECB, nor from any international organization." This change of stance indicates the fear of the IMF, including among the major powers, to the point that Bayrou's government is waving it like a red flag.
After all, the French are well aware of what Alexis Tsipras's Greece experienced at the end of the 2000s and 2010s. The Greeks suffered from budget cuts imposed by the IMF.
The Senegalese have also heard about what Ghana has recently experienced. But Dakar is particularly fond of the structural adjustment programs of the 1980s. Today, there is more fear than ever of the return of austerity measures, presented as an economic necessity, but which, above all, have catastrophic social consequences.
During his DPG, Prime Minister Ousmane Sonko declared that "no country has ever been developed by the IMF or the World Bank." Sonko was even more critical in the opposition. But with the exercise of power, he is forced to deal with the IMF and, above all, to hold his nerve in the face of the institution's demands.

SONKO a brisé cela, il ne dit que la vérité que cela vous plaise où non.
Sonko doit comprendre qu'il n'est plus en campagne politique mais il est le chef du gouvernement et c'est pas avec un " bâton magique" qu'on règle les problématiques du développement !

Juste il y a moins d" une décennie : l' Algérie presque devant la même configuration sauf un peu plus nantis que le Sénégal
à raison de son fer des ressources minières pétrole gaz , l' Algérie alors endetté trouve le moyen de renflouer ses caisses en ayant
soldé la banque mondiale le FMI ainsi invités de quitter le pays ..

de gaz de pétrole de fer et de phosphates bientôt exploités à bon port
