Ousmane Sonko dévoile les axes du Plan spécial d’Investissement et de Financement 2026-2028
The Prime Minister presented the Special Investment and Financing Plan for the period 2026-2028, a strategy designed to sustainably transform the national productive fabric. To this end, the resources mobilized must be rigorously directed towards relevant priorities, both to achieve the transformation objectives and to meet the needs of the selected areas of intervention. This massive investment aims to strengthen the country's economic engines and human capital, while promoting enhanced social inclusion through job creation and improved living conditions for the population.
For the head of government, the success of this structural transformation will now depend on the State's ability to unify the efforts of all stakeholders—public, private, local, and financial partners—around a common financing approach focused on productive sectors. This plan is structured around three fundamental guiding principles: the imperative of a coherent and strategic approach to projects, the massive mobilization of the private sector as the driving force behind the transformation, and a firm public commitment to accountability.
By 2028, several target projects will have reached an advanced stage of development or become fully operational. This is particularly true for major infrastructure projects such as the Tambacounda Dry Port, the Grand Water Transfer Project, the Southern and Central Agropoles, as well as the Senegal Gas Network and the ports of Ndayane and Sendou.
In parallel, the Prime Minister indicated that other major investments will be launched or will continue their implementation, such as the Energy Program and the strengthening of digital connectivity. Particular attention will also be paid to revitalizing key national companies for the Senegalese economy, namely SONACOS, the AIR SENEGAL/AIBD group, and SN LA POSTE.
