Pape Amadou Sarr : « La dette n’est pas mauvaise en soi si elle finance la croissance »
Pape Amadou Sarr, former general delegate of the DER/FJ and current executive director of the French Development Agency (AFD), spoke about Senegal's public debt, estimated at around 118% of GDP, during the Grand Jury program on Sunday, August 31, 2025. Refusing to talk about "hidden debts" despite the "erroneous declarations" noted by the IMF, he attributes the discrepancies to a structural problem linked to the split of the Ministry of Economy and Finance, which disrupted the monitoring of commitments. He welcomes the centralization of debt management envisaged by the authorities as a "salutary" measure.
To address a projected deficit of 3,000 billion CFA francs in 2025, Sarr insists on strengthening international cooperation and prioritizing concessional financing from partners such as the World Bank, the AfDB, the IDB, and the AFD. "No country can develop in autarky. Senegal must continue to collaborate with these donors," he says, emphasizing that long-term concessional loans, with rates below 5%, are more advantageous than borrowing on regional markets, where rates often exceed 12%.
While deeming the recovery plan "coherent, logical, and laudable," Sarr warns of obstacles to its implementation, citing natural disasters, the slowdown in the construction sector, and the downward revision of growth forecasts. "Debt is not bad in itself if it finances productive investments that create growth and jobs. But if it is used solely to cover operating expenses, it becomes problematic," he concludes.
