Rapport de l’ARCOP : deux vedettes de surveillance à 548,7 millions F CFA, le fournisseur obtient le beurre et l’argent du beurre
The National Maritime Affairs Agency (ANAM) was singled out in a recent report by the Public Procurement Regulatory Authority (ARCOP). The audit, which covers contracts awarded in 2022, reveals that the contract for the acquisition of two patrol boats did not comply with the applicable regulations.
First, according to Libération, which consulted the document, the twelve-month guarantee was not covered by a deduction.
Furthermore, the same source continues, no deductions were made from the initial advance payment. And while a deduction was indeed made for the second payment, it was underestimated, according to ARCOP. The amount should have been 109,740,000 CFA francs, but it was set at 76,790,000 CFA francs, reports Libération.
That's not all. The auditors also point out that the contract was executed thirteen weeks late without consequence for the successful bidder, even though he was supposed to face penalties amounting to 46,500,000 CFA francs.
Worse still, Libération points out, "the auditors revealed the absence of provisional acceptance of the patrol boats by ANAM," specifying that "as of now [audit completion], the patrol boats are in the possession of the supplier." "The technical test report, signed by only two ANAM agents, cannot constitute a basis for transfer of ownership," warns ARCOP.
