Ressources pétrolières : Dr Fall Mbaye plaide pour une revalorisation des contrats et une consolidation du raffinage
Guest on the Seneweb Eco program this Sunday, October 5, 2025, Dr. Fall Mbaye, director of the National Institute of Oil and Gas (INPG), called for a review of the oil contracts inherited from the old oil code.
A revaluation of oil contracts
According to Dr. Mbaye, a large proportion of exploration agreements were concluded under the 1998 petroleum code, which was much less advantageous for the state. "When you take $100, 75% is absorbed by development costs. The state shares the remaining 25% with the operator," he explains. With the 2019 code, the situation changes. "The state has opted not to share a fixed 25%. On the contrary, it shares what is called an oil profit, that is, a profit that grows with cumulative production. The more you produce, the more the state's share increases," Mr. Mbaye emphasizes. This mechanism is considered fairer and more protective of national interests. "That's why we say the new code is more advantageous than the old one," he adds.
SAR, the key to energy sovereignty
Furthermore, Dr. Mbaye emphasized the need to strengthen the national refining industry around the African Refining Company (SAR), which he considers a central pillar of the sector. "Without the SAR, the country's economy cannot function," he emphatically stated.
The SAR's expansion, through the "SAR 2.0" project, aims to enable Senegal to cover its domestic consumption, estimated at three million tonnes, while aiming to export to the sub-region. "The SAR is in a process of expansion to not only cover Senegal but also export," he said.

à ce jour la population sénégalaise n'a toujours pas profitée des "retombées financières" .....elle continue de se faire exploitée et se déplace en charrette ou en cercueil sur roues sur des routes impratiquables.
Tout le monde peut baver et émettre des vœux pieux...mon boutiquier à le même discours mais la réalité est tout autre....moi jaurai du exploser le nain de Moscou au lieu de m'arrêter en chemin.
normal de ne pas voir des magouilles, toi et ton boutiquier ne rêvent que de voler à tout va , c'est l'ADN du sénégalais. Le nain de Moscou explosé en plein vol, les sénégalais crèvent la bouche ouverte à cause de la pauvreté, le compte est bon ; 1/ 16 millions de mendiants : les vrais et ceux qui mendient auprès des nations étrangères, le FMI et la Banque Mondiale.
