Extractive sector: 90% of revenue goes to the state coffers, zero francs to the rehabilitation fund

Senegal's extractive sector made significant progress in 2024, thanks in particular to the start of production (in the second half of the year) of major oil and gas fields and the continued growth of gold mining. According to figures from the 2024 report of the Extractive Industries Transparency Initiative (EITI) in Senegal, revenues generated by the extractive sector in 2024 amounted to 455.99 billion CFA francs, compared to 380 billion CFA francs in 2023. Of this substantial financial windfall, 435.82 billion CFA francs were directly allocated to the state budget.

However, while extractive companies and the Senegalese state are paying the price, the affected communities are left destitute. This is because a small portion of the revenue generated is "reserved for social and environmental payments," denounced Gnagna Diène, representative of the coalition of civil society organizations for transparency in mineral resources in Senegal, "Publish What You Pay," at the launch of the EITI 2024 report.

“These results from the extractive sector are certainly encouraging, but they remind us of the scale of the challenges to be met with communities. And precisely for this reason, I would be held very seriously responsible if I refrained from sharing the despair and disillusionment of some communities where the exploitation of natural resources continues to inflict stigma,” she criticizes.

She pointed out that despite the pompously announced figures, the extractive sector is struggling to keep its promises to the affected communities. "More than 90% of the financial flows generated by this exploitation have filled the state coffers. It is still disheartening to note that the rehabilitation fund has not yet received a single franc," she fumed in front of the EITI president, Thaly Faye, and representatives of the Chamber of Mines and Extractive Companies.

A key mechanism financed by mining companies themselves through trust accounts to ensure the environmental restoration of exploited areas, the Mining Site Rehabilitation Fund (FRSM), jointly managed by the State and the operators, is still not operational.

    Il ne faut pas compter sur ce régime incompétent pour les investissements qui vont vers les populations. Tout ce qui les intéresse c'est leur train de vie et les privilèges ( voyager en jet privé, perdieums et billets d'avion, hôtel cher) en plus des fonds politiques et gros salaires.

    C'est extraction ne servent à rien à part appauvrir les ressources pour des revenus nuls qui serviront à des cancres à prendre des jets privés pour faire du tourisme.
