Hamidou Anne : « Le système est une chimère qu’instrumentalisent des irresponsables »

From the conquest of power to its exercise, the struggle remains constant and often more arduous than expected. For over a decade, Ousmane Sonko and his party, Pastef, have presented themselves as the spearheads of a radical break with what they call "the system." This sprawling concept is accused of undermining the Senegalese state since independence and of infiltrating the workings of the administration, the judiciary, and the executive branch. Now in power, the head of government continues to promote this idea of a corrupt state apparatus that must be "cleaned up" in order to rebuild the Republic.   But this rhetoric, which has become one of the political hallmarks of the new regime, is causing considerable controversy. For some, it is merely a smokescreen to mask governance difficulties; for others, a dangerous discourse that weakens institutions. Hamidou Anne, National Coordinator of the Analysis and Foresight Unit (CAP) of the Alliance for the Republic (APR), analyzes the underlying causes and implications of this recurring accusation in a lengthy interview with Seneweb.

 

The Prime Minister speaks of a "Macky Sall system" still active within the machinery of the state. In your opinion, is this a well-founded accusation or a political strategy?

 

These are the unbearable complaints of an incompetent who seized power by force. Criticism of the so-called system is an old refrain of fascist movements and demagogues of both the left and the right. These groups denounce a supposed system that has usurped power from the sovereign people. With a heavy dose of conspiracy theories and demagoguery, this discourse traditionally attracts and seduces those on the fringes. Now, it is gaining traction even within democratic societies like Senegal's. This shift is draining the life out of our democracies and fostering multifaceted crises, the manifestations of which can be violent. In this sense, Pastef offers nothing new; rather, it is part of a long-standing political tradition fueled by mistrust and defiance of democracy and civil peace.

 

How do you react to the fact that judges are being publicly targeted and suspected of acting against government reforms?

 

This is dangerous and unacceptable rhetoric in a state governed by the rule of law, especially coming from a Prime Minister who is supposed to be the guarantor of respect for the authority of the judiciary and the sacred principle of the separation of powers. But this kind of talk is typical of populists, who consider any counterweight to their totalitarian project an enemy to be eliminated. By thus subjecting judges to public condemnation, he is once again breaking down the barrier between republicans and those who are not, opening the door to all kinds of excesses. The Union of Magistrates of Senegal is being called upon to act, and I hope it will assume its responsibilities to keep the fortress of Justice inviolable. I also hope that the Union will address some of its members whose actions toward political figures, activists, and businesspeople—still presumed innocent—appear to be a deplorable form of harassment.

 

However, during the twelve years of the previous regime, the independence of the judiciary was also regularly questioned, notably by the opposition at the time, which denounced a two-tiered justice system. Isn't this ultimately a witch hunt that each side launches against the other once in power, or do you consider your management of the magistrates to have been beyond reproach?

 

There is no such thing as perfect management, and criticism of the justice system is a recurring theme in all democracies. Judges are constantly accused of acting on behalf of the interests of politicians, businesspeople, or various lobbies. They know that in open societies, no institution is immune to criticism, whether fair or unfair. The excesses of democracy are part of democracy. But what is unacceptable is the creation of a climate of terror around judges, with the publication of their photos on social media and accusations of corruption targeting judges, including those of the Supreme Court, who come from high-ranking executive or parliamentary positions. This is the new development that must be vigorously denounced, because if the justice system falters, it is ultimately our democracy that will falter. In its twelve years in power, the APR has always respected judicial decisions. For example, President Sall issued a statement acknowledging the Constitutional Council's decision following the vote on the law postponing the presidential election to 2024. Our republican DNA compels us to uphold the separation of powers.

 

"Ousmane Sonko is the king of excuses."

 

Isn't this rhetoric about the "system" intended to divert attention from the government's current difficulties?

 

Ousmane Sonko is the master of pretexts. He talks about everything, decides everything, is wrong about everything, but takes responsibility for nothing. This all-out attack against the Republic, at its sacred foundations, reveals the shock at the immensity of the task undertaken by incompetent and unprepared people who have made noise their political DNA.

 

Isn't the "system" ultimately the same set of practices - clientelism, favoritism, administrative delays - that all regimes have maintained since 1960?

 

The system is a chimera manipulated by irresponsible individuals to evade their concrete responsibilities and blame any opposition to their totalitarian project. For example, in Umberto Eco's analysis of the tools of fascism, there is the designation of an internal enemy, the infamous fifth column. Here, according to Pastef's logic, this fifth column is simultaneously the Administration, the Justice system, the opposition, the press, traditional authorities, and so on. In short, the very elements that constitute democracy in a united and pluralistic nation. There is a twofold inconsistency to point out. The first stems from a conceptual conflict: how can one appoint everyone to all civil and military positions, control all the levers of power in the State, and at the same time claim to be a victim of a system one has oneself established? The second is the violation of past commitments. Those who once condemned political opportunism and championed ethics are now engaging in the mass poaching of elected officials from the APR party. They encourage political opportunism, betrayal, and defection, led by relics of the infamous "system." At the APR, we call for overcoming vices to uphold values. From this perspective, we are a haven for all those who wish to make ethics and virtue cardinal values in politics.

 

If you were to make an objective assessment, which reforms to your system have, in your opinion, contributed to weakening this famous system?

 

We have transformed the country, restored growth, and modernized the legal framework to optimize the functioning of institutions and bring them in line with global realities. One example suffices: as early as 2012, President Macky Sall passed a law to broaden the jurisdiction of the Court of Auditors and provide it with greater human and material resources to fulfill its role of overseeing public management. In 2013, under President Macky Sall, Senegal joined the EITI, established in 2003.

And as early as 2016, our country was ranked first. A position we held again in 2019. Governing is neither about idle chatter nor making excessive accusations without ever presenting the slightest proof. It is about fully embracing the aesthetics of public service, emphasizing decency and dignity.

 

"Pastef does not carry any revolutionary ideology."

 

Since you mention the Court of Auditors and transparency, the new government has launched a series of audits and a rigorous accountability process. If the control mechanisms were so effective under your leadership, why did so many scandals erupt following these investigations, including the hidden debt scandal?

 

You're the one talking about scandals before any judgment has been rendered. No trial has taken place. There are accusations and arrests targeting members of parliament, mayors, and former ministers. Many have been released following a review of the charges, which were nothing more than a desire to humiliate. I can cite the cases of Lat Diop and Mansour Faye. For others, the ongoing cases will inevitably lead to releases because their lack of substance will leave independent judges with no other option.

Regarding the blatant accusation of hidden debt, the government has so far been unable to substantiate it, preferring outrageous displays to providing factual evidence. Our position on this matter remains unchanged: the government must publish the concealed reports, including the one from the Mazars firm. But we know they will be careful not to release these documents…

 

The word "system" has often been used in revolutionary discourse. Do you think this is a political slogan or a genuine project for transformation?

 

Pastef carries no revolutionary ideals whatsoever. On the contrary, it is a reactionary party at its core, violent in its methods, and authoritarian in its outlook. "The system" was a catch-all phrase used by a party whose leader, an ordinary man with a limited vocabulary, is power-hungry yet lacks all the qualities that define statesmen.

 

The current government speaks of "moralizing public life." Does this imply that the previous government was immoral?

 

The moralization of public life begins with the rejection of insults, slander, and threats. It also involves guarding against any authoritarian tendencies that might be used to impose such an outdated notion as the "One-Party State." The first step in moralizing public life is to renounce the abjection of lying, which in our religions and traditional values is considered the vilest sin.

"We can always have a dialogue between republicans concerned about the vital interests of the country."

 

In your opinion, is it possible to moralize public life without falling into a logic of settling scores?

 

Moralizing public life is one thing, and this requires respect for the law and adherence to the sacred principles of the rule of law. At the APR, the primary moral principle is the Republic to the fullest extent; the Republic and its constituent elements as a source of hope for building a society of justice, liberty, dignity, and progress.

 

You describe the current regime as "totalitarian" and "reactionary." In this context, how does the APR intend to embody a constructive opposition?

 

The APR is the driving force of the opposition through its positioning and alternative discourse. The party operates within the framework of radicalism and responsibility befitting its nature as a governing party. We have begun a transformation, with new appointments, the installation of the National Executive Secretariat on November 6th, and that of the departmental Executive Secretariats in December. Reorganization within the Diaspora will follow in January. The aim is to revitalize the political apparatus, adopting an offensive posture to lead a united opposition while preparing for upcoming elections. Given our responsibility and our commitment to changing the lives of Senegalese people, we are not neglecting substantive work. Within the Analysis and Foresight Unit and among the party's leadership, a long-term reflection process has begun to develop the broad outlines of our alternative program for the structural transformation of the economy in 2027 and then in 2029.

 

Is it possible to engage in dialogue with those you describe as "fascists", or are we heading towards an institutional and political deadlock?

 

President Macky Sall has made dialogue a cornerstone of his governance, guided by Senghor's concept of "dynamic compromise." He has established May 28th as National Dialogue Day on the republican calendar. Senegalese citizens must share a minimum level of understanding around the imperative of preserving civil peace, territorial integrity, and the country's image abroad. Politics is the symbolic arena for conflict and power dynamics, allowing us to consider the present and future within a framework of creating prosperity. Dialogue is always possible among republicans concerned with the vital interests of the nation, provided a certain foundation is established around renouncing violence, slander, and defamation. But at this stage, the APR's sole priority is the work of Reconquest, as defined by President Macky Sall's political framework.

 

Beyond the political debate, how do you perceive Senegal's place in this quest for virtuous governance that everyone is calling for?

 

Senegal is a great country with a rich and beautiful history. We are the largest democracy in Africa. Our society demonstrates extraordinary vitality. We are a political people in the sense that politics is the way we truly inhabit our land, through meaning and symbols, in order to create a shared and interconnected humanity. Virtue, according to Plato, is wisdom in producing good. It is to this work that the APR (Alliance for the Republic) is dedicated, within its framework of Reconquest, with 2029 as its horizon.

    Un premier ministre creux, sans profondeur. Ça vole toujours bas. Toujours en train de dire des choses élémentaires, populistes. << il faut que le peuple se sacrifie, on va gagner le combat, il faut qu’on fasse des efforts, allez sur youtube et tapez singapour>> aucun argument technique, aucune connaissance technique, aucune solution technique pour redresser la barre, pour faire mieux que le régime précédent. Sonko ne maitrise rien, quand il s’exprime, il se limite dans des généralités, il fait semblant de connaître, de savoir, alors qu’il est trop limité intellectuellement. C’est Sonko durant son tera meeting qui nous dit de ne pas payer les impôts si justice n’est pas faite, le même, hier nous parle des économies de son plan de redressement, et nous dit que les sénégalais doivent faire l’effort de payer des taxes, à participer à la bonne marche du pays etc. C’est Sonko qui nous disait avoir découvert un compte de 1000 milliards appartenant à quelqu’un, hier, face à la terrible question de Tafsir Thioye, il nous parle d’un compte d’état public logé au trésor. Le même qui attaquait frontalement le président de la république publiquement, causant toutes les insanités envers la première institution du pays, nous dit hier que tout se passe bien, qu’il déjeune et dine avec lui. Le même encore qui nous parlait de tolérance zéro, de s’immiscer dorénavant dans les affaires judiciaires, de combattre les chroniqueurs, hier nous dit que c’est pas normal d’envoyer les gens en en instruction pendant des mois sans les juger ou de les emprisonner injustement alors qu’ils sont innocents. Vous voyez pourquoi on ne peut pas être militant de ce gars, on ne peut pas l’idolâtrer, ni le suivre, non pas parce qu’on le déteste, loin de là, mais parce qu’il raconte tout le temps des contrevérités , parce qu’il est contradictoire et incohérent, parce qu’il joue avec l’Etat, parce qu’il change de version tout le temps, parce qu’il applique la politique de la tromperie, il est tout le temps en mode freestyle et il aime insulter l’intelligence de ceux qui croient en lui. Toutes ces incohérences, contradictions, changements de version sont interprétés par les pastefiens comme stratégies de com, comme génie politique, or ce n’est que tromperie, manque de vertu, malhonnêteté et manque de sincérité. Ousmane Sonko ne respecte pas les gens qui l’écoute parler. Tant qu’il est premier ministre, ce pays n’ira nulle part.
