Affaire fonds Force Covid-19 : Trois ex-Dage condamnés par la Cour des comptes, Ndèye Aminata Loum Ndiaye relaxée
There's a new development in the Force Covid-19 fund case. On March 5, 2026, the Court of Auditors examined the cases opposing the public prosecutor to Ndèye Aminata Loum Ndiaye, former Director of General Administration and Equipment (DAGE) at the Ministry of Industrial Development and SMEs; to the manager Moustapha Diop; to Djiby Diakhaté, former DAGE of the Ministry of Family Affairs; and to Ousseynou Niang, former DAGE of the Ministry of Health. The defendants appeared before the Financial Disciplinary Chamber, presided over by Magistrate Alioune Niane.
According to Seneweb, at the end of the hearing, three of them were found guilty of violating budget execution rules. These were Djiby Diakhaté, Moustapha Diop, and Ousseynou Niang. They were fined 500,000 CFA francs, 600,000 CFA francs, and 3,000,000 CFA francs, respectively.
As for Ndèye Aminata Loum Ndiaye, she was acquitted in accordance with the prosecution's request. This decision was welcomed by her lawyers, Ousmane Yade, Seyni Ndione, and Abou Allassane Diallo, who had argued for her outright acquittal.
According to the defense, she was not the manager of the ministry's special account. Counsel also argued that the manager was acting on the minister's instructions, to whom she was not accountable.
Ndèye Aminata Loum Ndiaye, remanded in custody by the judge of the 2nd chamber of the Dakar court pending an accounting, remains in detention despite objections raised by her defense. Meanwhile, Djiby Diakhaté, Moustapha Diop, and Ousseynou Niang have been granted provisional release.
