Dame Amar condamné : maladie, passé judiciaire, les minutes du procès
This Wednesday, September 10, 2025, Dame Amar and her co-defendants appeared in court. They were arrested during the night of September 1 to 2, during an operation conducted by the Dakar Regional Narcotics Brigade (BRS) in Dame Amar's apartment, located in Dakar-Plateau. The investigation, conducted by the Central Office for the Suppression of Illicit Drug Trafficking (OCRTIS), led to the discovery of a quantity of drugs.
According to the investigators' report, Dame Amar allegedly attempted to bribe them by offering them 2 million CFA francs. In court, Dame Amar, who had already been sentenced to six months in prison, was charged with supplying and selling drugs and corruption. Meissa Ngom Ndiaye, an administrative officer at the NMA company, was accused of complicity in corruption. Maalani Ghita, a medical student, and Serigne Saliou Fall, a masseur, were charged with drug possession and use.
Dame Amar's statements
Dame Amar strongly denied the accusations against him. He claimed that investigators were targeting him because of his past. According to his statements, on the night of the incident, around 1 a.m., his bodyguard knocked on his apartment door. When he opened it, he found himself face to face with more than ten people, which frightened him. He closed the door reflexively, but the police then forced it open. After searching the premises, they claimed to have found drugs in a bedroom and at the foot of the building.
Dame Amar stressed that he had stopped using drugs since 2021 due to a serious illness, for which he is undergoing treatment. He added that at the time of the police intervention, he was having a massage in the living room due to back pain related to a trip the previous day. Regarding the corruption accusation, he explained that he contacted Meissa Ngom Ndiaye to bring her cash for personal expenses, and not to bribe investigators. "There was no party at my house. Perhaps someone sent the police because of my past," he speculated.
The other defendants
Maalani Ghita, Dame Amar's partner, also denied using drugs. She explained that she came to the apartment at the invitation of her partner, who picked her up from her home around 10 p.m. According to her, they were in the living room, waiting for a pizza order, when the police arrived. The police reportedly claimed to have found drugs in a bedroom and downstairs, before placing them on a table. Shocked, she refused to submit to a urine test.
Serigne Saliou Fall, the masseur, said he was there for professional reasons, having been hired by Dame Amar for a massage due to his back pain. He claimed to have never seen the drugs in question. Meissa Ngom Ndiaye, a loyal collaborator of the Amar family, also denied any involvement in attempted corruption. He explained that he works for the NMA company and that, on the day of the incident, he had accompanied the company's chairman to the airport. Dame Amar had called him around noon to ask for cash, as he had just returned to Dakar and was short. Meissa said he had brought the 2 million CFA francs as agreed, but was unaware of the money's intended use. He added that he had never heard Dame Amar offer money to the police and that he did not use drugs, which led him to agree to a urine test.
Requisitions and pleadings
The public prosecutor expressed doubts about the involvement of Meissa Ngom Ndiaye, Maalani Ghita, and Serigne Saliou Fall, requesting their acquittal. However, he considered the charges against Dame Amar to be well-founded. He requested that the charges be reclassified from supply and transfer of drugs to possession and use for personal purposes, as well as a conviction for corruption. The prosecution proposed a two-year prison sentence, including six months in prison, along with a fine of 6 million CFA francs and confiscation of the 2 million seized.
The defense, represented by Messrs. Seydou Diagne, Souleymane Soumaré, Adnan Yahya, Moussa Konaté, Youssoufa Camara, Anta Mbaye, Brige Dasilva, and Abou Daly Kane, denounced the irregular procedure, raising a plea of nullity. Me Seydou Diagne described the quantity of drugs mentioned by the prosecution as "imaginary," while Me Soumaré criticized the investigators' intervention, which occurred at 12:30 a.m. without respecting legal procedures, including the absence of witnesses during the search. The defense pleaded for the acquittal of all defendants and requested the return of the 2 million CFA francs and the seized vehicles. The prosecutor maintained that the plea of nullity was not admissible, considering that the debates had already addressed this issue.
The verdict
In its deliberations, the court rejected the defense's objection to nullity. Meissa Ngom Ndiaye, Maalani Ghita, and Serigne Saliou Fall were acquitted on the grounds of doubt. The charges of supplying and transferring drugs against Dame Amar were reclassified as possession and use for personal gain. He was also found guilty of corruption. Dame Amar was sentenced to one month in prison and a fine of 150,000 CFA francs. The court ordered the return of the 2 million CFA francs and the seized vehicles.

1) La police peut violer le domicile d'un dealer pour l'arrestation et fouille si elle a des informations fiables sur la personne et son trafic, assorti d'une autorisation de justice. Sinon, n'importe quel policier peut perquisitionner chez n'importe qui avec le prétexte de lutter contre le trafic de drogue;
2) Je pense que ceux qui consomme de la drogue chez eux dans l'intimité de leur maison ne devrait pas faire l'objet d'arrestation, contrairement à ceux qui le font dans la rue ou dans des lieux publics (bibliothèque, discothèque, école, etc.)
