Envol immobilier : financements douteux, crédits irréguliers et rachat controversé
The company "Envol immobilier" is at the heart of an investigation triggered by a report from the Court of Auditors on the audit of public finances. According to revelations in the newspaper Libération, these investigations raise serious suspicions of mismanagement and financial irregularities.
Investigators are particularly interested in three major transactions, the same source points out:
First, the financing of the ministerial sphere Ousmane Tanor Dieng: 8.6 billion CFA francs from the Sukuk Sogepa were reportedly directly transferred to the company to enable the "early transfer" of this sphere.
Then, a loan of 9.3 billion: in 2016, the Senegalese government allegedly took out this loan in favor of Envol Immobilier, bypassing the usual procedures. The loan was obtained through an account opened at the Bank of Africa.
Finally, the purchase of the HCCT building: the company is also involved in a credit file deemed irregular. This loan, taken out with NSIA Bank, was used to acquire the building of the High Council of Territorial Collectivities (HCCT), which belonged to Cheikh Seck. An agreement signed in July 2018 by Birima Mangara raised 14.48 billion, just two months after the account was opened.
All these operations, highlighted by the Court of Auditors, were carried out outside of legal procedures, which justifies the ongoing investigation, Libération believes.
