Justice : Pr Moussa Seydi blanchi par la Chambre de discipline financière
According to L'Observateur, the Financial Disciplinary Chamber of the Court of Auditors surprised many by acquitting Professor Moussa Seydi in the case related to the management of public contracts at the Infectious and Tropical Diseases Service (SMIT). By ruling "No. 02/2026, issued in the first and last instance," the renowned infectious disease specialist escaped any sanction.
Exceeding the spending limit is at the heart of the debates.
The case concerned the signing of an amendment to a service contract concluded with a sales consultant. The initial accusation was that Professor Seydi had approved an amendment of 3,279,786 FCFA on an initial contract of 3 million, representing an increase of "109.32%", in apparent violation of the 30% ceiling stipulated by the Public Procurement Code.
The legal "plot twist"
The case, however, took a decisive turn on a crucial legal question: the enforceability of the decrees. The public prosecutor's office itself acknowledged that the investigation had failed to establish that the repeal decree had been "properly published." Lacking this legal formality, the text could not be used against the professor, a flaw that led the prosecution to request "outright acquittal."
The accused's version
During his hearing, according to the newspaper of the Future Media Group, Professor Seydi cited "the health emergency linked to the pandemic," the risk of fire, and the constraints of patient care. He maintained that he had acted in full compliance with the procedures manual, unaware of the existence of an amending decree "due to a lack of proper publication."
These arguments were accepted by the Chamber, which pronounced his acquittal.
