Pool judiciaire financier : Bougane Guèye annonce une plainte contre Ousmane Sonko, un ministre et un DG
The Gueum Sa Bopp Les Jambaars movement announced on Monday the filing of a complaint with the Financial Judicial Pool (PJF) against Prime Minister Ousmane Sonko, the Minister of Energy and the Director General of PETROSEN, based on the revelations of the EITI 2024 report concerning the management of extractive resources in Senegal.
In a statement sent to Seneweb, Bougane Guèye informs national and international opinion of his decision to refer the matter to the PJF this Tuesday at 11 a.m., based on the serious, precise and officially validated findings contained in the EITI 2024 report, a public document endorsed by the State of Senegal.
The complaint targets, in view of their respective responsibilities, the responsibility of Mr. Ousmane Sonko, Prime Minister and Head of Government, guarantor of the coherence and sincerity of government action; Mr. Biram Soulèye Diop, Minister of Mines and Energy, direct supervisory authority of the extractive sector, and Mr. Talla Guèye, Director General of PETROSEN, the operational arm of the State in oil and gas management.
Guem Sa Bopp clarifies that this is neither a political trial nor a personal vendetta, but the exercise of a citizen's right in the face of documented facts, which only the justice system is authorized to classify.
An unreconciled gap of 2.48 billion CFA francs
According to Bougane Guèye and his colleagues, the 2024 EITI report acknowledges that the reconciliation of extractive revenues for 2024 covered only 91.89% of the flows, leaving an unreconciled gap of 2.48 billion CFA francs. While this gap is considered "non-significant" according to the technical definition of the EITI standard, it is politically, financially, and legally significant.
More seriously, 7% of the declared payments come from uncertified forms, in flagrant violation of minimum reliability requirements, according to the statement.
The movement is asking: who guarantees rigor when the State itself abandons it? The Sangomar oil field, he says, embodies one of the most serious shortcomings revealed by the EITI 2024 report. While oil production officially started in June 2024, the report establishes that the share of production accruing to the Senegalese State has not been recorded in any declaration for the year 2024, according to Guem Sa Bopp.
The inconsistencies between the data provided by PETROSEN and Woodside Energy, particularly regarding Profit Oil volumes, reinforce this opacity.
Even more troubling, the revenue from this production only appears in 2025, even though marketing took place in 2024.
Bougane Guèye asks the question: how can an oil-producing state be unable to trace its own share of production in the very year of its extraction?
According to the press release, the EITI 2024 report confirms a practice already denounced by the Court of Auditors: payments made by Woodside in 2024 were collected in 2024, but recorded in 2023.
According to Gueum Sa Bopp, this manipulation of budgetary exercises undermines the fundamental principle of sincerity of public accounts and legitimately fuels suspicion of opportunistic management of state figures.
"The mining cadastre as of December 31, 2024 is considered incomplete, unable to clearly identify all titles, renewals and transfers. This lack of transparency undermines legal certainty, fuels land disputes and opens the door to practices contrary to the public interest.
Despite the formal existence of a register of beneficial owners, the EITI 2024 report highlights the lack of essential information: ownership percentages, control mechanisms, and identification of politically exposed persons. This deficiency directly weakens the fight against conflicts of interest and corruption in the extractive sector,” the document states.
Gueum Sa Bopp points out that year after year, the same recommendations come up: "Reliability of declarations, traceability of oil revenues, completeness of the land registry, transparency on beneficial owners. Everything is known, everything is documented, but nothing is structurally corrected."
Faced with the seriousness, repetition and official nature of these shortcomings, Gueum Sa Bopp les Jambaars will file their complaint this Tuesday, with the EITI 2024 report being produced as the central piece of evidence.
And to conclude: "Transparency is not proclaimed. It is demonstrated, with supporting figures and balanced accounts."

Que nous veulent tous ces politiciens?
La diplomatie sénégalaise traverse aujourd’hui une phase préoccupante. Longtemps reconnue pour sa stabilité, son sens du dialogue et son influence régionale, elle semble désormais en manque d’idées nouvelles et d’actions fortes. À l’heure où les équilibres géopolitiques se recomposent rapidement, le Sénégal donne l’image d’une diplomatie enlisée dans l’immobilisme.
Ce malaise tient avant tout à l’absence d’une doctrine diplomatique claire. Aucune vision stratégique lisible ne semble guider l’action extérieure de l’État, ni à court ni à long terme. La politique étrangère apparaît davantage réactive que proactive, s’ajustant aux événements plutôt que les anticipant. Cette posture affaiblit la capacité du pays à défendre ses intérêts, à peser dans les instances régionales et internationales et à se positionner face aux nouveaux enjeux sécuritaires, économiques et climatiques.
Les récentes nominations au sein de l’appareil diplomatique s’inscrivent dans ce climat d’incertitude stratégique. Elles donnent le sentiment de décisions parfois automatisées, prises sans évaluation rigoureuse des compétences réelles au regard des exigences du poste et des objectifs assignés. L’absence apparente de critères transparents, fondés sur des fiches de poste clairement définies, alimente le doute quant à la capacité de ces choix à renforcer l’efficacité et la crédibilité de la diplomatie sénégalaise.
Or, dans un environnement international de plus en plus complexe et concurrentiel, la diplomatie ne peut se réduire à une gestion administrative des carrières. Elle exige une sélection exigeante des profils, une maîtrise fine des dossiers, une capacité d’anticipation et une vision stratégique cohérente, portée par des acteurs légitimes et compétents.
Plus que des ajustements ponctuels, c’est d’un véritable sursaut que la diplomatie sénégalaise a besoin. Cela implique une réflexion de fond sur les priorités nationales, une clarification des intérêts stratégiques du pays et la mise en place d’une doctrine diplomatique assumée, articulée autour d’objectifs précis et mesurables.
Sans vision, sans doctrine et sans exigence de compétence, la diplomatie risque de perdre ce qui a longtemps fait sa force : sa crédibilité, son influence et sa capacité d’initiative. Le moment est venu de rompre avec l’immobilisme et de redonner à l’action extérieure du Sénégal une ambition à la hauteur des défis contemporains.
