Oumar Youm : « L’APR a le potentiel de reconquérir le pouvoir en 2029 »
Invited to the JDD this Sunday, May 24, 2026, Oumar Youm discussed his involvement in the Alliance for the Republic (APR), the record of Macky Sall's regime, and the current reorganization of the former presidential party, which has now moved into opposition.
The former minister began by discussing the realities of power and political alliances. According to him, some supporters gravitate towards public office more for the advantages it offers than out of conviction. "There are those who are friends of the office," he stated, while nevertheless calling for the preservation of its values of "dignity, commitment, sincerity, and truth," both in power and in opposition.
Reaffirming his political commitment, Mr. Oumar Youm indicated that he remains fully engaged within the APR. He praised the record of the previous regime, believing that the Emerging Senegal Plan (PSE) has enabled Senegal to take "a qualitative leap" in terms of infrastructure, the economy, and territorial development.
The former Minister of Infrastructure spoke at length about the reforms undertaken under Macky Sall. He specifically cited the third phase of decentralization, presented as a response to territorial inequalities between "the Senegal of opportunity" and "the Senegal of difficulty." According to him, full municipalization has revitalized rural areas by attracting new types of mayors, more qualified and more involved in local development issues.
Mr. Youm also defended emergency programs such as the PUDC and PUMA, which, according to him, have helped improve access to water, electricity, healthcare, and administrative services in the most remote areas of the country. He believes these reforms have helped to "reconcile Senegalese people with the state."
On the economic front, he believes that the Senegal left by Macky Sall in 2024 was "dynamic, attractive and stable", highlighting foreign investment, institutional credibility and political dialogue.
When asked about the current role of the former head of state, Oumar Youm stated that Macky Sall remains "distant, but present." Living in Morocco since leaving office, the former president, according to Youm, continues to follow the developments of his party while respecting the republican tradition of not hindering his successor's exercise of power.
The APR leader finally confirmed his party's political ambitions. "We are a responsible and humble opposition party committed to a break with the past," he declared, before adding: "We believe we have the potential and the capacity to regain power in 2029, and we are working towards that goal."
