Dossier SOFTCARE : Le SAMES demande des éclaircissements après une communication jugée contradictoire
The ARP union section of the Autonomous Union of Doctors, Pharmacists and Dental Surgeons of Senegal (SAMES) is raising the alarm about the management of the SOFTCARE company case, which specializes in the manufacture of sanitary napkins, diapers and body linens.
In a letter addressed to the Director General of the Pharmaceutical Regulatory Agency (ARP), the union expresses its serious concerns about what it describes as inconsistent communication and regulatory handling of the case.
As a reminder, SOFTCARE's activities were suspended on December 8, 2025, by the ARP (Regulatory Authority for the Promotion of Industry) due to the alleged use of expired raw materials. At the time, this decision was presented as being in the interest of protecting public health, the agency's core mission.
However, on December 17, 2025, the ARP's communications unit released a statement dated December 16 indicating that these raw materials were ultimately not integrated into the production process and that the company's products could be consumed without risk, as they were deemed compliant.
This media appearance, according to the ARP/SAMES union branch, occurred without prior notification of the technical staff involved or any explanation of the new elements that led to this reversal. The union considers this situation "extremely uncomfortable" and detrimental to the credibility of the inspection department's management, the internal decision-making process, and, more broadly, the ARP itself, both in the eyes of industry professionals and the general public.
Faced with this situation, SAMES demands clear, complete and acceptable clarifications, particularly on the precise technical elements that motivated the lifting of the suspension and the internal coordination mechanisms between the technical services and the communication of the ARP.
For the union section, these explanations constitute an essential condition for restoring internal confidence, professional serenity and the credibility necessary for the exercise of the sovereign missions of the ARP.
The union is now awaiting a swift and detailed response from the General Management.

Si elles analysent en profondeur tout ce qui est dit à l ARP, elles prendront les bonnes décisions.
Analyser et décider, c est tout ce qui est demandé.
Comment une inspection peut se faire sans les inspecteurs assermentés mis tous sur la touche parce que génant les desseins inavoués d'un DG dépassé et d'un Directeur de l'inspection inexpérimenté, incompétent et foncièrement malhonnête?
Je pense qu'il faudrait aller vers une contre-inspection de Softcare menée par des indépendants et instruire une enquête allant dans le sens de déterminer comment l'ARP en est arrivée à produire deux rapports contradictoires en l'espace de dix jours; c'est la moindre des choses que l'on attend désormais des autorités.
C'est une question de santé publique désormais.
