Hôpital de Thiaroye : Pourquoi le transfert d'Azoura Fall scandalise Ansoumana Dione
The fate of activist Azoura Fall has taken an unexpected medical and legal turn. At the request of the Public Prosecutor, the President of the Dakar High Court has officially ordered his confinement to the Thiaroye Psychiatric Hospital. This decision has sparked serious concern for Ansoumana Dione, President of the Senegalese Association for Monitoring and Assisting the Mentally Ill (ASSAMM).
For the advocate for the rights of the mentally ill, the legal basis for this confinement is questionable. Ansoumana Dione points out that such a measure requires "prior medical assessment to attest that the person concerned was not in full possession of their mental faculties at the time of the events."
He openly questions the real motivations behind this decision: "On what basis did the President of the Court really rely to order his confinement?", he emphasizes, while specifying that the facts alleged against the activist have, in his opinion, "no connection with any mental disorder".
A cry of alarm against "injustices and inequalities"
Beyond the specific case of Azoura Fall, the president of ASSAMM denounces a two-tiered system. He points to the striking contrast with the situation of other detainees: "Why are around a hundred mentally ill people incarcerated in prisons, most of them having a proper medical certificate?" he asks indignantly.
For Ansoumana Dione, this case highlights "many flaws, injustices or inequalities in the application of the law before which all Senegalese citizens should be equal".
There is some doubt about the continuation of the care.
Ansoumana Dione expressed skepticism regarding the duration and nature of this confinement, stating that Azoura Fall himself declared he suffers from no mental illness. "I find it very difficult to believe that there will be a psychiatrist in this facility who can administer medical treatment after listening to him," he asserted, adding that the public should not be surprised to see Fall leave the institution very soon.
In conclusion, the president of ASSAMM calls on the judicial authorities to provide "correct and appropriate responses to avoid any discrimination in this very sensitive sector."
