Crise à l’ARTP : gestion contestée, privilèges et interrogations sur 2,7 milliards F CFA
A particularly tense atmosphere currently prevails at the Telecommunications and Postal Regulatory Authority (ARTP), where written questions submitted by MP Guy Marius Sagna have had a truly electrifying effect. The Director General, Dahirou Thiam, finds himself at the heart of a controversy involving accusations of authoritarian management, financial opacity, and failure to comply with the state's budgetary austerity directives.
A management style deemed "monarchical"
The social climate is described as toxic by several internal sources, cited by the daily newspaper L'AS. Among the grievances raised, those interviewed by the newspaper criticize, firstly, the fact that ARTP has been operating without staff representatives since last June. The election scheduled for July has been postponed indefinitely, fueling suspicions of a deliberate attempt to exclude candidates not aligned with management.
On the other hand, around ten recruitments have reportedly been carried out since the arrival of the CEO, including close associates (driver, bodyguard) in disregard of transparent selection procedures.
Financial privileges that run counter to the "Jub-Jubal-Jubanti"
The management of bonuses and internal benefits raises serious questions about compliance with the government's transparency policy. Testimonies reveal enormous discrepancies: some individuals close to management reportedly received bonuses reaching 200% to 300% of their salary, while employees deemed "undesirable" received less than 50%.
Furthermore, controversy persists regarding the potential acquisition of a luxury vehicle such as a Toyota Land Cruiser V8. If this information were confirmed, it would contravene government directives prohibiting the purchase of company vehicles, which have now been replaced by a fixed allowance capped at 600,000 FCFA.
The explosive case of 2.7 billion CFA francs
The breaking point today is between the General Management and the Regulatory Board. It concerns 2.7 billion CFA francs from a license granted to Senelec. The seven members of the Board refuse to approve the revised budget until the Ministry of Finance gives its approval, in accordance with the applicable budgetary rationalization rules.
This refusal triggered an internal power struggle and a media offensive against the College president, who was accused of sabotage by supporters of the leadership.

On l’accuse d’autoritarisme, de gestion opaque , de détournement, etc?
Qui veut son poste? Fhs? RTS? An? Maintenant artp? Mauvaise méthode
Néanmoins, il faut éviter certains appels à candidatures de façade pour placer ses hommes comme on en a connu sous le régime de l’Apr
