Gestion des déchets : Maguette Sène déplore l’absence d’une usine nationale depuis 1960
During the review of the Ministry of the Environment's budget, MP Maquette Sène delivered a scathing assessment of Senegal's waste management policy. More than sixty years after independence, the country still lacks a proper waste treatment plant, a situation he deemed incomprehensible given the numerous projects announced over the decades.
For Maquette Sène, the problem is clear: without a dedicated plant, all the measures put in place to improve waste management will eventually reach their limits. "Since 1960, Senegal has not managed to establish a waste treatment plant. Regardless of the effort made, as long as this infrastructure does not exist, the waste cycle will come back to haunt us," he emphasized.
This structural deficiency has resulted in a proliferation of open-air dumps, such as the Mbeubeuss site, which has become a symbol of an outdated and saturated system. The MP noted that several technical and financial partners have, over the years, expressed their interest in supporting the government in the construction of a modern waste treatment plant.
However, these initiatives have never come to fruition. "Many partners have supported these projects. We don't know why they always fail," he lamented, pointing to a lack of follow-up and continuity.
For Maquette Sène, the solution also lies in the genuine involvement of local authorities, who hold the responsibility for waste management within the framework of decentralization. He believes they must be fully involved in the development, financing, and implementation of environmental management policies.
"Local authorities must be at the heart of the system. Without them, it will be difficult to achieve sustainable waste management," he stated.
The MP finally called for an ambitious overhaul of the current model, based on the construction of modern infrastructure, better project management and more inclusive governance.
