The Interministerial Collective of Senegalese Civil Servants (CIAAS) welcomed the effective implementation of housing allowance payments to 16,000 civil servants and non-civil servants who had previously been excluded from this benefit. This measure stems from the signing of a decree last December.
In a statement received by Seneweb, the CIAAS expressed its gratitude to the government and congratulated the head of state on this major social decision which responds to a long-standing demand of the Administration's agents.
Beyond the actual payment, the group is particularly pleased with the presidential decision to grant the back payment of housing allowance starting in June 2025, the date it was included in the supplementary budget law. This was a long-standing demand of the unions, as the Ministry of Public Service had initially indicated that the payment would only take effect upon the signing of the decree, thus ruling out a six-month back payment.
The recall was announced by the Secretary General of the Confederation of Autonomous Trade Unions of Senegal (CSA), Elimane Diouf, following the audience granted to him by the President of the Republic on January 29, 2026. A decision welcomed with "immense satisfaction" by the CIAAS, which sees it as a strong signal in favor of social justice and dialogue with social partners.
The group also wished to thank the CSA's general secretary for bringing this issue to the highest level of the State, highlighting the decisive role of union advocacy in the outcome of this case.
According to the CIAAS, this measure will contribute to a lasting calming of the social climate within the Senegalese Administration, considered an essential pillar of the country's socio-economic development.
The group also calls on the authorities to take all necessary steps for a swift and effective implementation of the recall, so that the 16,000 agents concerned can benefit from it without delay.

Good job SG Dramé et Diouf
Merci
