Telecommunications engineer PD Sow was due to appear before the prosecutor on Monday on charges of fraud, identity theft, and impersonation. He had been posing as Malick Sow, the deputy prosecutor at the Dakar court, and at other times as a government minister.
Its target audience: students and businessmen who wish to go abroad, for example to Europe, respectively, to enroll themselves or their children in universities.
If we believe the account of L'Observateur, which relayed his story this Monday, the accused is a master of the scam: he begins by collecting contacts as well as information on the immediate projects and concerns of his targets before unfolding his plan.
Under the guise of a public prosecutor, the newspaper details, he has sometimes promised out-of-court settlements to people with legal troubles. Using his false title of minister, he managed to create the impression that he could use his influence, as a member of the government (in his imagination), to help applicants obtain visas for Europe. Each time, the same source mentions, he demands unspecified sums of money in return for his "services."
"It was while they were waiting for the call to confirm the visa or the promised amicable settlement that the victims noticed the sudden unreachability of PD Sow. Deceived, they then rushed to the police stations, the gendarmerie brigades or the courts to file a complaint, attaching the telephone numbers used by the fake prosecutor," reports L'Observateur.
The hunt for the telecom engineer began when Deputy Prosecutor Malick Sow (the real one) learned of PD Sow's activities. Knowing he was being hunted, PD Sow "went into hibernation. He ceased his activities and went into hiding," reports L'Observateur. All for naught: the newspaper reveals that after locating him in Keur Massar, the gendarmerie arrested him last Friday evening.
The same source reports that a search of his email account allowed investigators, "astonished" to discover "the extent of the damage caused by the fake prosecutor."
PD Sow will have to be even more resourceful to escape prison.
