Le Sénégal franchit une nouvelle étape dans l'amélioration du climat des affaires avec l'adoption du code des investissements 2025
Dakar, September 19, 2025, The National Assembly adopted the bill on
Investment Code 2025, confirming Senegal's desire to modernize its legal and institutional framework to consolidate its position among the most attractive business destinations on the continent.
The result of an inclusive approach, this new system is the result of a broad consultation process that involved the administration's technical services, the national private sector, and representatives of civil society. This participatory approach guarantees a balanced Code, adapted to the demands of competitiveness while preserving the imperatives of sustainability and inclusion.
The 2025 Investment Code introduces major innovations:
Simplification and digitalization of procedures via a single, dematerialized window;
Shortened deadlines: processing of files in ≤10 working days;
Stable tax and customs incentives, guaranteeing visibility and security for investors (3 years in Dakar/Thiès, 5 years in other regions);
New targeted regimes: Strategic Investments and Socially Responsible Investments (SRI);
Strengthening guarantees: capital transfer, currency convertibility, access to raw materials, prevention and settlement of disputes.
With this new Code, Senegal is sending a strong signal: that of a country committed to providing a competitive, transparent and secure business climate, while promoting national employment, local content and corporate social responsibility.
