Litige foncier : les secrets de l’audition de Cheikh Kanté à la SU
The former Director General of the Autonomous Port of Dakar, Cheikh Kanté, complied with the summons of investigators from the Dakar Urban Security (SU) in connection with the land dispute between him and the heirs of the late Mamadou Diagne. The family accuses him of forgery and use of forged documents, fraud, and concealment of inheritance assets.
Through their counsel, Me Kandiack François Senghor, the heirs, represented by El Hadj Mamadou Dial Djigal, had filed a complaint on August 20, 2025 with the Dakar prosecutor's office.
According to the plaintiffs, the late Mamadou Diagne left a substantial estate upon his death, consisting of several properties, including the original land title number 6370/DG. During the inventory of these estate assets, the heirs claim to have discovered that part of the land in question is currently occupied by Cheikh Kanté, who presents himself as the rightful owner.
However, they maintain that the deceased never ceded or granted, during his lifetime, all or part of the said land title to the accused. The heirs thus believe that Cheikh Kanté, with the complicity of as-yet-unidentified third parties, had a new land title established based on allegedly falsified documents, obtained following the misappropriation and subdivision of the original land title.
Cheikh Kanté's version
When questioned by investigators, Cheikh Kanté formally denied the charges against him. Assisted by his lawyer, Alioune Badara Ndiaye, he produced several documents which he presented as establishing his rightful ownership of the disputed land. These included a notarized deed of transfer drawn up in 1995 by Moussa Mbacké, a NICAD (National Register of Cadastre and Land Registry) certificate, a cadastral map, and a recent statement of real rights, all of which showed no encumbrances or easements.
The former CEO of the Autonomous Port of Dakar also stated that he did not know the representative of the Diagne family, specifying that he had acquired the land through a notary, namely Maître Moussa Mbacké.
