Marché de gardiennage : La LONASE dément les rumeurs et justifie l'attribution à l'Agence Sénégalaise de Sécurité
The Senegalese National Lottery (LONASE) has responded to "erroneous" reports circulating on social media regarding the awarding of a security contract. These rumors claimed that LONASE had rejected FAMBENE SÉCURITÉ, despite being the lowest bidder, in favor of the SENEGALAISE SECURITY AGENCY (ASS).
LONASE was keen to point out that, "in accordance with public procurement regulations", it had launched an open call for tenders (AOO) for security services for its premises in Dakar and at all its decentralized structures.
Details of the offers received
At the end of the deadline, LONASE received four offers, the amounts including tax being as follows:
SYPRESS SECURITY: 644 418 828 F CFA
FAMBENE SECURITY: 800 834 376 F CFA
* SENEGALESE SECURITY AGENCY: 813,492,000 CFA francs
VIGASSISTANCE SENEGAL: 1,495,526,100 CFA francs
Exclusion justified by financial capacity
Despite a financial offer that was 13,000,000 CFA francs higher than that of FAMBENE SÉCURITÉ, the provisional award was made to the SENEGAL SECURITY AGENCY (ASS). LONASE explains that the ASS offer was "evaluated as substantially compliant" and that it was deemed to meet "the qualification criteria previously required in the call for tenders (DAO)".
FAMBENE SÉCURITÉ's exclusion was based on an essential qualification criterion: the production of a credit line certificate. The company provided a bank certificate indicating that the establishment "would be willing, if all conditions are met, to consider any credit request relating to this contract up to fifty million FCFA, it being understood that we are free to grant or reject said request."
The LONASE Procurement Commission ruled that "the said certificate, which deviates substantially from the model provided to candidates in the tender documents, did not contain all the supporting references to justify FAMBENE SÉCURITÉ's financial capacity to correctly execute the contract."
Procedure validated by the DCMP
LONASE specifies that, in accordance with the provisions of Decree No. 2022-2295 of December 28, 2022 relating to the Public Procurement Code, the entire procedure was subject to an "a priori control by the authorized body, in this case the Central Directorate of Public Procurement (DCMP), which gave its opinion of no objection by letter dated September 24, 2025."
In accordance with the code, LONASE published a provisional award notice in the SUD Quotidien newspaper of October 2, 2025.
