ode des marchés publics : Babacar Ba interpelle l’Arcop sur le cas de la Caisse des Dépôts et Consignations
Babacar Ba, President of the Forum du Justiciable, has made an urgent appeal to the Director General of the Public Procurement Regulatory Authority (ARCOP). According to him, one of the regulatory body's major priorities should be to bring the Caisse des Dépôts et Consignations (CDC) within the scope of the Public Procurement Code.
"If we want to combat corruption efficiently and promote transparency in public procurement, the CDC must be subject to the procurement rules provided for in the Code," he said.
Currently, it is excluded from the scope of the Public Procurement Code.
For Babacar Ba, this situation constitutes a serious anomaly.
"Excluding the CDC from the scope of the Public Procurement Code is an obstacle to transparency rules. This does not promote sound management of public funds," he denounced.
The Forum du liticiable believes that this exception weakens anti-corruption efforts and harms good governance. It therefore calls for urgent reform to subject the CDC to the same requirements as other public entities.
This question comes amid reforms aimed at strengthening transparency in public management. Several laws have recently been passed in the National Assembly, notably on asset declarations, the status of whistleblowers, access to information, and the creation of a new OFNAC.
Babacar Ba points out that these advances will remain incomplete as long as certain “black funds” of the Republic escape control.

Désolé Mr Babacar, mais c'est maintenant que vous y pensiez après avoir perdu votre job en or à l'ofnac offert gracieusement par le président Sall. En plus, que dites vous des rapports invisibles de l'ofnac quand vous y étiez membre
Maintenant on dirait que le mot Caisse Noire est devenu un mot tabou dans notre pays . Ma remarque est que aucune autorité ne prononce plus ce nom. Ou bien ?
M. Babacar BA, les textes de la CDC n'ont pas changé depuis l'avènement du nouveau. La dérogation qui soustrait la CDC se trouve dans les textes qui régissent le fonctionnement de cette structure. Vous pouviez dénoncer ceci depuis du temps de Macky SALL, à moins que vous n'en ayez pris connaissance que maintenant. Dans tous les cas, votre suggestion entre dans le cadre de la transparence. Donc tous les services de l'Etat doivent être soumis au Code des Marchés publics. Une dérogation qui n'a pas été accordée à la présidence, à la primature, à la la Cour des Comptes, à l'IGE et à l'assemblée nationale, ne devrait pas être accordée à un quelconque service.
