Préavis de grève : Le secteur public et la santé menacent de paralyser le pays dès février
The period of social calm appears to be ending at the start of 2026. The inter-union group representing administrative workers and the Federation of Health Unions filed collective strike notices with the Ministry of Public Service on Monday. This move marks the beginning of a new confrontation with the government, which is now accused of failing to meet its most basic social obligations.
For Omar Dramé, spokesperson for the inter-union group, this strike notice is not just a simple administrative formality at the start of the year. It is the cry of anger from thousands of workers who feel betrayed. He points out that the Senegalese government had committed, within the framework of the social stability pact for inclusive and sustainable growth, to resolving several difficulties raised by workers. Unfortunately, according to him, none of these commitments have been honored, even though they had been ratified by the National Assembly through an amending finance law. Omar Dramé insists that the government is now reneging on its promises, which he considers extremely serious and unprecedented in Senegal's history.
The list of grievances is particularly extensive and touches on sectors vital to the country's functioning. The sticking points mainly concern the generalization of housing allowances for the 16,000 public sector workers and their extension to healthcare contract workers. The unions are also demanding better career management in the healthcare sector, adherence to promised recruitment plans, payment of clothing and safety allowances for drivers, and the gradual elimination of public sector contract workers.
On the specific issue of housing allowances, the government claims the decree has been signed. This argument is firmly rejected by the unions, who believe that if the decree is signed, its implementation must be immediate. The spokesperson points out that it had been stated there were no funding issues, yet workers have still received nothing to date.
The inter-union alliance has already outlined its roadmap for 2026, with a planned escalation of protests. A nationwide mobilization is scheduled to begin on January 20th and will be followed by awareness campaigns in all regions of the country on January 27th. A one-month ultimatum has thus been given to the authorities before a series of strikes are launched, starting on February 3rd.
Omar Dramé warns that the unions are no longer resorting to delaying tactics and that promises are no longer enough. He insists on the need for concrete actions, lest the social landscape become much more turbulent. A direct appeal has been made to the President of the Republic, the Prime Minister, and the relevant ministers, urging them to take all necessary measures to prevent a major social escalation.
