Réforme foncière : Mabouba Diagne veut rompre avec la spéculation pour libérer le potentiel agricole
Invited to the program "Jury du Dimanche," the Minister of Agriculture, Food Sovereignty, and Livestock, Mabouba Diagne, spoke at length about the crucial issue of rural land. He acknowledged frankly that access to land remains one of the major obstacles hindering agricultural investment and the settlement of young people in rural areas.
According to the minister, past failures can be explained by management often disconnected from the realities of production. Mabouba Diagne explained that, in the past, agricultural land was acquired by actors who subsequently did not cultivate it or subdivided it for non-agricultural uses.
This practice has not only fueled mistrust among local populations and municipal authorities, but it has also hindered genuine agricultural projects in favor of speculation.
To reverse this trend, the minister presented several strategic reform proposals aimed at securing the agricultural use of land. He advocates, in particular, prioritizing truly transformative projects, strengthening the role of municipalities and local authorities in the allocation of productive land, and supporting community-based agricultural cooperatives. These cooperatives help consolidate arable land and facilitate access to financing and services.
Mabouba Diagne emphasized the need to establish transparent land governance capable of securing producers' rights while attracting serious investors. His vision is clear: national land must no longer be a bargaining chip for speculators. According to him, the goal is not to cede land to speculators, but to enhance the value of Senegalese soil through sustainable agricultural projects.

On nous parle de titres fonciers au temps des colons et des hommes d'affaires en profitent à d'autres fins.
Nous voulons vraiment exploiter nos terres agricoles .
