The Association of Civil Administrators of Senegal (AACS), through its Training Commission, organised a capacity building workshop on the theme: "The Secretary General and the Director of General Administration and Equipment of the Ministry, key players in budgetary reforms", this Saturday, December 13 at the National School of Administration (ENA).

This meeting, focused on the roles and responsibilities of secretaries general and those responsible for the financial function, takes on a particular dimension in a context marked both by a comprehensive reform of public finances and by the overhaul of the public administration, within the framework of the implementation of the Vision Senegal 2050 framework.

According to Mor Fall, director of the ENA, secretaries general and those responsible for the financial function play a crucial role in the processes of developing, executing and monitoring ministerial budgets, including increased reporting requirements, through performance reports and the authorizing officer's account.

"These three processes are framed in particular by Organic Law No. 2020-07 of February 26, 2020 relating to finance laws, considered as the fundamental text of the financial management of the State, Decree No. 2020-1020 of May 6, 2020 relating to the budgetary management of the State, a true guide for the budgetary decision-maker, as well as Decree No. 2020-978 of April 23, 2020 establishing the general regulations of public accounting, applicable to administrative accounting," he said.

These various texts introduce a new management paradigm, based in particular on multi-year budgeting, results-based management, and increased accountability of public actors. Through this workshop, the AACS aims to strengthen the capacities of senior civil servants in order to promote better ownership of budgetary reforms and ensure the effective and coherent implementation of public policies, in line with Senegal's strategic directions for 2050.
