Senelec : plus de 4 milliards F CFA volés en trois mois, riposte contre le braquage énergétique
In Senegal, the National Electricity Company (Senelec) is facing a phenomenon of alarming proportions: a veritable energy heist that goes far beyond simple fraud. In the space of three months, more than 4 billion CFA francs have vanished from its coffers, following massive and organized electricity thefts, mainly in the Dakar region, estimates L'Observateur, citing the report of the company's Legal Services Department.
The same source reports that an investigation conducted in a small sample of neighborhoods in the capital revealed the theft of 13,514,750 kilowatt-hours, corresponding to a loss of more than 2.6 billion in unbilled energy. This already impressive figure represents only a visible part of a much more widespread scourge on a national scale.
A sophisticated fraud network
That's not all, says the daily newspaper of the Groupe futurs médias (Gfm): the inspection operations have uncovered an elaborate theft system, using various and sophisticated techniques: clandestine connections before the meter to falsify consumption, "shunts" artificially reducing the displayed figures, connections buried in the public network, meter manipulation, etc. These practices reveal a true fraud engineering, mobilizing advanced technical means.
Faced with this critical situation, Senelec launched a vast, targeted enforcement operation last April, involving its technical teams, the police, the gendarmerie, and bailiffs. Under the leadership of Pape Toby Gaye, Senelec's Managing Director, this counter-offensive was meticulously planned and executed as a genuine security operation.
A first phase of response in Dakar
For three months, L'Observateur reports, the teams combed through around ten strategic neighborhoods in Dakar, representing less than 5% of the clientele: VDN, Alioune Sow and Mixta estates, Rebeuss, Médina, Grand-Yoff, HLM and Petersen markets, Plateau, Lac Rose, among others.
Result: 488 cases of fraud identified and 322 people arrested, accused of electricity theft. These arrests were distributed among several police stations and gendarmerie brigades, with impressive figures: 59 suspects in Parcelles Assainies, 39 in Plateau, 25 in Grand-Yoff, 86 in Ngor, etc.
Exemplary legal actions
One of the highlights of this fight was the Kaolack trial on April 9. Around ten defendants appeared there for various offenses related to electricity theft: theft of poles, cutting of cables, pirate connections, receiving stolen goods, etc. The verdict was final: prison sentences and civil fines of 10 million CFA francs. This trial made an impression, both for the diversity of the offenses and for the clear message sent to the fraudsters, rewinds the Gfm title.
A national strategy deployed
Aware of the seriousness of the losses and the risks to the safety of the electricity network (fires, electrocutions, deterioration of installations), Senelec has defined a three-pronged strategy: mapping the phenomenon across the entire national territory; identifying, pursuing and sanctioning fraudsters; evaluating and compensating for economic and technical losses.
The ultimate goal is to protect honest users, restore service quality, and secure the national electricity grid. To this end, Senelec intends to strengthen its field operations, equip itself with more advanced detection technologies, intensify collaboration with the justice system, and raise public awareness of the dangers and consequences of electricity theft, L'Observateur explains.

Pour les box des compteurs n'importe quel bricoleur peut les ouvrir et by passer les compteurs.
C'est extraordinaire le laxisme de la senelec. On comprend vite pourquoi aucune société d'Etat ne marche normalement. A la limite on a peur pour notre pays.

Senelec appartient aux sénégalais donc ne doit pas avoir pour vocation de faire des bénéfices
Par contre la Senelec poursuit illégalement des propriétaires d immeubles pour des factures impayées de locataires !!
