National Debt Recovery Company: Attorney Babacar Ndiaye charts the course for sustainable financial recovery

Société Nationale de Recouvrement: Maître Babacar Ndiaye trace la voie d’un assainissement financier durable

Under the leadership of its Director General, Babacar Ndiaye, the National Debt Recovery Company (SNR) has established itself as a pillar of financial governance in Senegal. With over 82 billion FCFA already recovered and a strategy firmly focused on transparency and digitalization, the institution intends to play a structuring role in strengthening the banking system and enhancing business competitiveness.

The SNR, a pillar of financial recovery in Senegal

For over three decades, the National Debt Recovery Company (SNR) has established itself as a key player in the restructuring of the Senegalese banking sector. Created by Law No. 91-21 of April 16, 1991, its mission is to recover debts arising from the liquidation of the former state-owned banks BNDS, BIAO-Senegal, SOFISEDIT, SONABANQUE, SONAGA, Union Sénégalaise de Banque, and BSK, while guaranteeing the repayment of frozen deposits and restoring the confidence of economic actors.

An inclusive strategy to clear the liabilities

Keen to honor its commitments to donors, the State of Senegal implemented an inclusive repayment policy. This policy reached a wide range of small depositors while ensuring near-total reimbursement for large depositors. The strategy is based on:

- A targeted approach to the remaining debtors;

- Amicable solutions and mediation;

- The use of recovered assets to strengthen repayment capacity;

- Close coordination with the supervisory authorities.

A significant statistical overview

As of June 30, 2025, SNR has a solid financial record:

- 82.17 billion FCFA recovered, including 68.11 billion from the original portfolio and 14.06 billion from recently entrusted portfolios.

- Of the 512.78 billion FCFA transferred from the old banks, 92.40 billion were enrolled, or 18% of the outstanding amount.

- The amounts released reached 39 billion FCFA by the end of June 2025.

Since June 2024, more than 4.18 billion FCFA have been recovered from current portfolios, and more than 3 billion FCFA paid into the Public Treasury.

An ethical and legally secure approach

Under the leadership of its Managing Director, Maître Babacar Ndiaye, the SNR has undertaken a profound transformation of its debt collection methods.

"Our action is based on three principles: operational efficiency, legal security and procedural fairness," he says.

Key measures include:

- Customized repayment plans;

- Institutional mediation for complex cases;

- A systematic legal audit of enforceable instruments;

- Ongoing training for agents in ethical debt collection;

- Digitalizing monitoring for greater transparency.

Digitalization at the heart of modernization

Since 2024, digitalization has become a strategic priority. Integrated software now covers all of SNR's business lines. The digitization of archives began in 2025, and the digitalization of internal processes will be fully operational in 2026. The objective: to strengthen transparency, increase responsiveness, secure financial flows, and improve service accessibility.

A new ambition for the future

During a strategic seminar, the SNR redefined its ambitions. Babacar Ndiaye emphasizes:

"We want to make the SNR a structuring instrument of financial governance, capable of managing non-performing public and private debts."

This new direction is based on five pillars:

1. Establishment of a single point of contact for non-performing receivables;

2. Strengthening the solvency of the financial system;

3. Increased mobilization of resources for the Public Treasury;

4. Support for economic reforms and business competitiveness;

5. Active contribution to the Senegal 2050 Agenda.

Strategic asset valuation

The portfolio of assets from the formerly liquidated banks represents a strategic lever. The SNR has launched a comprehensive inventory and valuation of the assets with accredited experts. Ongoing actions include:

- Rehabilitation of buildings;

- Land regularization;

- Targeting land in strategic areas;

- Launch of a building construction project.

“These assets are not just relics of the past, they are instruments for building the future,” concludes Maître Babacar Ndiaye.

    Comme s'il y avait pas de comptables ou d'analystes financiers dans ce Pays et ailleurs. Lorsqu'on a pas un Profil managérial poussé en la matière, il faut moins faire de l'activisme Politicien....mais puisque cette SNR est toujours gérée par des politiciens de chaque régime qui passe, notamment par des.... avocats depuis Macky Sall...

    L'état doit auditer cette boîte, un recyclage de politiciens depuis Wade ce type est une calamité tout est faux dans ce qu'il dit d'abord la mission assigné à la snr depuis sa création est obsolète. Le recouvrement des créances des anciennes banque porte feuille originel a atteint ses limite, le portefeuille transféré les dossiers sont pour la plus par non recouvrable parce que mal ficelé pas de garantie. Groso modo la vie actuellement de revenus locatifs du patrimoine de debot à terme.
