Dakar Court: The mayor of Plateau files a complaint against the Director General Toussaint Manga

Tribunal de Dakar : Le maire du Plateau porte plainte contre le DG Toussaint Manga

The mayor of Dakar-Plateau, Alioune Ndoye, has filed a complaint against the director general of LONASE, Toussaint Manga, for defamation and spreading false news. This follows accusations published on Facebook.

According to the complaint reviewed by Seneweb, Toussaint Manga published a post on Facebook accusing Mayor Alioune Ndoye. In this post, the Director General of LONASE claims that "the state-owned company is supporting the mayor's daughter and that she has earned billions from it."

According to the document filed with the public prosecutor, he also claims that the Dakar-Plateau municipality is paid for each LONASE canteen. Finally, he accuses the mayor of refusing to meet with LONASE representatives to find a solution for the past year, according to the same complaint letter.

Faced with these accusations, Alioune Ndoye, represented by Me Baboucar Cissé, filed a complaint with the public prosecutor at the High Court of Dakar.

The mayor is asking the CEO of LONASE to produce several items, including proof of a refused appointment request; the identity of his daughter who is prospering thanks to LONASE; proof that the municipality of Dakar-Plateau is paid for each LONASE canteen and the municipal authorization allowing LONASE to occupy the public road.

The accusations were deemed false.

According to the complaint filed on November 18, 2025, all these claims are false and misleading. The mayor points out that Toussaint Manga has not provided any response to his requests for evidence.

The plaintiff reiterates that exchanges on social media cannot replace official communication channels between public institutions. He believes that the Director General of LONASE is guilty of the offense of disseminating false news, as defined and punished by Articles 255 and 258 of the Penal Code. Article 255 of the Penal Code punishes the publication, dissemination, or reproduction of false news with imprisonment of one to three years and a fine of 100,000 to 1,500,000 CFA francs.

Article 258 specifies that any allegation which damages the honor or reputation of a person constitutes defamation, which is punishable, even in a doubtful form.

According to Seneweb sources, Mayor Alioune Ndoye is requesting rigorous application of the criminal law against the CEO of LONASE for these offenses which he considers serious and prejudicial to his honor and reputation.
