Visite de prise de contact du Ministre des Infrastructures Déthié Fall au FERA
The Minister of Infrastructure, Mr. Déthié FALL, continues his initial visits to the structures attached to his ministry. He was at the offices of the Autonomous Road Maintenance Fund (FERA) this Friday, October 3, 2025, at 6:30 a.m. At his reception, there was the Director General of FERA, Mrs. Soukèye DIOP, with her staff and agents.

A working meeting was then held with the ministerial authority. In his presentation, the Fund's Director General informed the Minister of the major difficulties facing the fund. These mainly concern:
. Payment of due instances of debt service contracted at the local financial market level for the financing of road maintenance
Insufficient allocation in the FERA budget to cover the payment of the debt service of the MUFG/UKEF loan relating to the Special Disenclavement Programme (PSD) which should allow the construction of more than 2,700 km of roads across the national territory
Slowness in mobilizing resources
In terms of prospects, the DG of FERA mainly mentioned:
. Effective management of FERA commitments (payment of salary arrears of road workers recruited by municipalities and companies);
The exclusive allocation of the Road Usage Tax (TUR) as its own resource intended for FERA in accordance with regulatory provisions;
. Diversification of funding sources and optimization of FERA resources;
The resumption of financing activities for the maintenance of the structural road network;
. Orthodoxy in terms of allocation of resources with priority to the classified network;
The necessary reform of the legal status of FERA for greater efficiency and compliance with the new texts.
Speaking, the Minister of Infrastructure expressed his concern about the financial difficulties of the FERA, particularly the mobilization of resources, particularly the Road Usage Tax (TUR). The consequence is the continued deterioration of roads due to lack of maintenance, he added. The minister revealed that he had personally observed this state of affairs.
Mr. Déthié FALL thus committed to making a plea to the highest authorities in the country for urgent and definitive solutions to the difficulties of the Autonomous Road Maintenance Fund.

He also welcomed the relevant proposals and suggestions made during this contact meeting.
Furthermore, the Minister of Infrastructure called on FERA staff to make sacrifices in order to overcome the current constraints.
Finally, he did not fail to highlight the skills of the Director General of the Fund, Mrs. Soukèye DIOP and to underline her commitment to achieving the objectives assigned to FERA.
